(Business Services Administrator)

In addition to performance-based merit increases, this position is scheduled to receive salary range increase on the following date:
Effective June 27, 2025 - 4.00% increase

Salary may be negotiable within the range listed above, based on position requirements and the successful candidate's qualifications, subject to appropriate authorization.

OFFICE OF CARE COORDINATION
The County Executive Office (CEO), Office of Care Coordination (OCC) engages across Orange County, working with cities and community-based organizations to strengthen regional capacity and multi-city, multi-sector investments to prevent and address homelessness, coordinate public and private resources to meet the needs of the homeless population in Orange County and promote integration of services throughout the community that improve the countywide response to homelessness.

THE OPPORTUNITY
The Office of Care Coordination is seeking a Care Coordination Administrator (Business Service Administrator). This position reports directly to the Director of Operations. In this role, the incumbent will support and implement the Office of Care Coordination initiatives. They will actively engage County Departments and community stakeholders in the countywide strategic plan aimed at addressing homelessness and other vulnerable populations. The Care Coordination Administrator will provide programmatic support to the System of Care Data Integration System (SOCDIS), advancing the mission of the Care Plus Program.

The Care Plus Program (CPP) facilitates the targeted and comprehensive service delivery to Orange County's most vulnerable populations and offers enhanced care coordination to expedite connections to supportive services and resources across the County of Orange’s (County) System of Care: Behavioral Health, Healthcare, Housing, Community Corrections, Benefits, and Supportive Services.

This position builds and develops strategic collaborative relationships across County agencies/departments and other public/private agencies to ensure a multi-disciplinary team approach to service delivery and unified goals.

This position provides essential administrative and business operational support to the Commission to End Homelessness. The Commission to End Homelessness works in collaboration with the County government, 34 city governments, the business sector, philanthropic organizations, community organizations, faith-based organizations, health care, public safety, and other interested stakeholders to promote an effective response to homelessness within Orange County.

Responsibilities and duties for this position will include, but are not limited to the following:
  • Leading and facilitating Multi-Disciplinary Team (MDT) meetings for the Care Plus Program, focusing on collaborative efforts to enhance care coordination and improve outcomes for individuals.
  • Providing policy analysis, recommendations, and direct support to the Director of Care Coordination and the Commission to End Homelessness, which consist of 21 commissioners composed of elected officials, city managers, and high-level executives from community-based organizations.
  • Preparing agenda staff reports, board briefings and other written materials, and public presentations on behalf of the Office of Care Coordination and Commission to End Homelessness and communicates both verbally and in writing on complex topics to ensure it is easily understood by all levels of staff, stakeholders, and various audiences.
  • Providing administrative support to the Commission to End Homelessness, such as creating briefing materials to communicate effectively with commission members, and scheduling and coordinating ad hoc committees while maintaining membership lists.
  • Drafting and editing communication materials shared with both internal and external stakeholders, including the Board of Supervisor Offices and local elected officials as it relates to the Commission to End Homelessness.
  • Evaluating the impact and efficacy of the Care Plus Program and other service programs through quality assurance practices to provide performance feedback to the County Executive Office and the Board of Supervisors.
  • Actively engaging with the Data Integration Manager and supporting/participating as part of the County business team, overseeing the development and management of the System of Care Data Integration System.
  • Providing direct oversight over contracted service providers to ensure compliance, meeting contractual obligations, and other County administrative documentation relating to program management.
  • Supervising and managing staff including a Care Coordination Business Services Analyst and a Care Coordination Staff Specialist.
  • Providing program support for OCC’s Care Plus Program in areas including, but not limited to project management, records and information management, annual compliance and audits, contracts, and grant management.
  • Providing data monitoring and technical assistance functions to MDT providers to enhance the quality of data and minimize data entry errors.
  • Maintaining awareness of changes in the political climate and the ability to effectively work collaboratively with government officials, business partners, and public stakeholders while responding to new challenges.
  • Communicating efficiently with department and agency leadership as well as community stakeholders.
In addition, the position requires flexibility to travel throughout Orange County and attend evening or weekend meetings, as well as perform other related duties to the position assigned.

DESIRABLE QUALIFICATIONS
In addition to the minimum qualifications, the ideal candidate will have familiarity with Orange County’s System of Care, Continuum of Care, Commission to End Homelessness, CalAim, Community Corrections, various health, mental health, and /or other permanent housing providers. The ideal candidate will also have experience with evaluating government programs for performance and funding, with a preference for those who have specifically assessed or reviewed homeless or human services programs.

In addition, the ideal candidate will have thorough knowledge of and experience in the following:
  • Coordinating with larger systems of care such as the Homeless System of Care, Continuum of Care, Street Outreach programs, health and mental health services, and permanent supportive housing providers.
  • Applying knowledge of federal, state, and local homeless services and other vulnerable populations legislation and initiatives.
  • Analyzing data for program effectiveness utilizing applications to generate tables, charts, and graphs. Leading project ideation to completion, with a focus on IT or capital projects.
  • Creating data visualizations and interactive dashboards for non-technical audiences.
  • Proficiency in utilizing the Homeless Management Information System (HMIS) and the Care Plus Program (CPP).
  • Knowledge of the Homeless System of Care and the OC Continuum of Care services.
  • Proficiency in utilizing Microsoft Word, Excel, PowerPoint, Outlook, and PowerBI to perform the duties above.
Leadership | Management Skills
  • Demonstrating knowledge of best practices as they relate to the oversite of third-party data including County contracted providers and internal County programs.
