Job Description

The Emergency Management Coordinator position is responsible for coordinating complex projects and activities for all aspects of the Jefferson County Emergency Management program including the coordination of preparedness activities associated with the prevention of, protection from, response to, recovery from, and mitigation of incidents affecting Jefferson County. The position’s primary responsibilities include Emergency Operation Center (EOC) and Team readiness; including planning, organizing, equipping, training, and exercising based on the diverse needs of the Emergency Operations Team (EOT) and key stakeholders.

Description:

***Salary: $71,900.85 - $114,628.18 annually****

  • Develops, reviews and updates emergency management annexes, plans, and related documents that support the Jefferson County Comprehensive Emergency Management Plan. Develops and maintains the accuracy and relevancy of checklists, forms, procedures, manuals, reference materials, and standard operating procedures related to emergency management mission essential functions and needs. Coordinates planning efforts for actions needed for the whole of community to include people with disabilities during disasters.
  • Facilitates planning efforts to promote information and planning between the Emergency Operation Team’s role, functions, and stakeholders and builds capacity for the Emergency Operations Team. Creates and sustains partnerships across a broad range of stakeholders.
  • Leads the development, maintenance, and implementation of the Jefferson County Integrated Preparedness Plan (IPP) that includes programmatic monitoring and facilitation of identified planning, training, organizing, and equipment needs as identified by the partnering stakeholders.
  • Coordinates and facilitates training and exercises for the EOT and cross-training to emergency management office staff, including games, seminars, workshops, or tabletops to promote emergency management plan development and awareness. Supports emergency management trainings and exercises by providing review and feedback on exercise objectives, scenarios, injects, expected actions, and after-action reports, and improvement planning.
  • Provides research, development, and coordination for plans and procedures needed in support of the Emergency Management Program. Supports EOT readiness for the team as a whole and for specific functions. Serves in a leadership role during EOC activations.
  • Conducts briefings and question and answer sessions at community or private events on the capabilities of Jefferson County Emergency Management Plan. Provides information in a clear, concise manner to ensure understanding.
  • Attends and participates in various local and regional meetings, committees, seminars, and conferences for the coordination of planning efforts, training and exercises, and emergency management collaboration.
  • Maintains, on a rotational basis, 24-hour availability when serving as duty officer. Must be able to adjust work hours as necessary and be available 24/7 for callouts in event of emergencies and EOC activations. Carries a department supplied cell phone and other issued equipment.
  • Other duties as assigned.


  • Complete Emergency Management Performance Grant (EMPG) training requirements within the first year of employment
  • Completion of the Colorado Emergency Managers Academy within two years of employment


Preferred Qualifications:
  • Completion of FEMA’s Professional Development Series
  • Completion of FEMA’s Advance Professional Series
  • Colorado Certified Emergency Manager (CO-CEM) Designation or equivalent
  • Master Exercise Practitioner (MEP) designation or working knowledge of the Homeland Security Exercise and Evaluation Program (HSEEP)
  • Working knowledge of the Incident Command System (ICS)
  • Completion of FEMA course work including: IS-100, IS-200, IS-700, IS-800, IS-2200
  • Working knowledge of the National Response Framework (NRF) and the National Incident Management System (NIMS)
