Position Information

THIS RECRUITMENT IS PROMOTIONAL ONLY. YOU MUST PRESENTLY BE A FULL- OR PART-TIME REGULAR OR PROBATIONARY COUNTY OF SONOMA, COMMUNITY DEVELOPMENT COMMISSION, SONOMA COUNTY FAIRGROUNDS, OR SONOMA COUNTY WATER AGENCY EMPLOYEE IN ORDER TO APPLY FOR THIS POSITION.
The Department of Emergency Management (DEM) has requested a department promotional certification to fill a Supervising Hazard Mitigation Coordinator position. Only qualified permanent and/or probationary DEM employees on the eligible list may be eligible for referral to the department for the advertised position. This employment list may also be used to fill future full-time or part-time positions as they occur during the active status of the list. The Civil Service title for this position is Principal Emergency Services Coordinator.

The Supervising Hazard Mitigation Coordinator (SHMC) will be an integral member of the DEM's management team. The SHMC will supervise Deputy Emergency Services Coordinators and be responsible for planning, developing, and coordinating the development of the County Hazard Mitigation and Multi-Jurisdiction Hazard Mitigation Programs. Further, this position will act in a lead capacity and assess current natural and human-caused hazards that affect the general population, evaluate current hazard mitigation measures for effectiveness, and advise and support member agencies of the Sonoma Operational Area Joint Powers Authority. Additionally, this position will:
  • Ensure hazard mitigation and emergency plans comply with State and Federal requirements, and recommend changes to emergency services policies and procedures
  • Administer volunteer programs, and coordinate and supervise volunteers
  • Design, execute, and evaluate tabletop, functional, and full-scale exercises
  • Develop and conduct public information campaigns
  • Present to government, community, and neighborhood groups and participate in advisory committees or other related working groups
  • Attend and staff emergency management committees
  • Coordinate preparedness and incident activations
  • Staff the Emergency Operations Center (EOC) on a rotating basis during an activation
In addition to bringing s ignificant emergency management program experience coupled with supporting long and/or large-scale emergencies or disasters, t he ideal candidate will be passionate about the field of emergency management and brings the following abilities, experience, and knowledge to the position:

  • Experience developing and maintaining hazard mitigation and emergency plans, annexes, and after-action reports
  • Excellent written and verbal communication skills with the ability to easily relate to audiences of all levels and adjust to a variety of situations
  • Demonstrated proficiency with public speaking, media interviews and giving presentations
  • An understanding of Geographic Information System capabilities and limitations
  • The ability to shift gears quickly, and work in a fast-paced, often-changing environment
  • Formal Hazard Mitigation training including wildfire urban interface, earthquake, flood, dam failure, tsunami, climate change, pandemic, and related disasters
  • FEMA Professional Development Series, FEMA Hazard Mitigtion Series, ICS Series, and State of California Standardized Emergency Management System training and certifications
  • Working with stakeholders/partner agencies to develop, coordinate, and/or maintain emergency management-related programs
  • Assigning, scheduling, and reviewing the work of staff performing emergency management-related work
On a rotating basis for departmental operations and during emergency activations, this position will serve as a Staff Duty Officer for the department and in the EOC, which may require response activities outside of regular working hours (days, nights, weekends, and holidays) and conditions (scene of emergencies, incident base camps, and other jurisdiction EOCs). THIS POSITION MAY REQUIRE WORKING LONGER THAN 8 HOURS PER DAY AND LONGER THAN A 5-DAY WORK WEEK DURING EMERGENCIES.

Minimum Qualifications

Education and Experience: Any combination of education, experience, and training which would provide the opportunity to acquire the knowledge and abilities listed. Normally, significant coursework and/or training in emergency management, public safety, business or public administration, political science, or a closely related field; AND three years of experience planning and coordinating emergency-related activities, programs, and/or services which included at least one year of professional experience providing project/program lead direction. Graduation from an accredited four-year college or university in a related field is highly desirable.

License: A valid State of California Class C Driver’s License, including valid and appropriate California endorsements, is required, and must be maintained throughout employment in this classification.

Training and Certification: Coursework and/or training in Standardized Emergency Management Systems (SEMS), Exercise Development, Emergency Public Information Officer, and Federal Emergency Management Agency Professional Development; a California Emergency Management Specialist Certificate; and/or Certified Emergency Manager designation are highly desirable.

Knowledge, Skills, and Abilities

Considerable knowledge of: the principles, practices, and methods of emergency management; rules and regulations governing the establishment and maintenance of emergency services systems; the modern equipment and systems utilized in emergency management including the Incident Command System (ICS), Standardized Emergency Management System (SEMS), and Geographic Information Systems (GIS); conditions leading to major emergencies, their effects, mitigation, response lines, resource requirements, damage assessment, recovery methods, and safety survival procedures; the operation of an emergency management center; federal and state policies and guidelines for emergency services and assistance; the mitigation, preparedness, response, and recovery responsibilities of local government in disaster operations; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; English grammar, usage, and syntax.

Working knowledge of: the concepts of multi-hazardous functional planning; the principles and practices of supervision, training, program development, and administration.

Ability to: plan, organize, coordinate, and implement emergency management and continuity of operation programs; supervise staff; select, train, supervise, and evaluate the work of subordinates; analyze problems, identify service needs, and develop effective courses of action; establish and adjust priorities; plan and develop new programs to meet objectives; understand, interpret, and explain related laws, regulations, and policies; work independently and make sound decisions; maintain collaborative and cooperative working relationships; resolve conflicts; professionally represent the department and advise County managers and supervisors on a wide variety of emergency management issues; coordinate emergency services activities with County departments, other governmental agencies, and county-wide organizations to analyze emergency situations and implement effective courses of action; communicate effectively both verbally and in writing, including public speaking; prepare and direct the preparation of comprehensive written reports and oral presentations; ensure proper compliance with federal and state, as well as County of Sonoma guidelines, policies, goals, rules, and regulations; work under significant pressure; be subject to extended work hours, including odd hours, long shifts, weekends, and holidays; be on-call in case of emergencies; and travel for extensive periods any time emergencies arise.

Demonstrated ability to be flexible and a willingness to work effectively under adverse physical and/or mental conditions as needed during emergency response to include: inclement weather, environments subject to sudden changes and/or extremes, noise, close/confined quarters, disaster response equipment, and stressful situations.
