Job Description

The Position

The list developed from this recruitment will be used for a limited period to fill open and promotional, regular full-time, and part-time positions, should they occur.

Supervises staff and performs a variety of complex technical and clerical functions, including, but not limited to: interpreting legal documents and applying property tax laws, overseeing the data control processes of the department, scanning and indexing a variety of documents, deeds, etc., and updating map books.

Job Requirements and Minimum Qualifications

Duties may include, but are not limited to the following and all incumbents may not perform all of the duties listed:
  • Carries out supervisory responsibility in accordance with policies, procedures and applicable laws including: interviewing, hiring and training, planning, assigning and directing work; appraising performance; maintaining attendance and payroll records; rewarding and disciplining employees; addressing complaints and resolving problems.
  • Maintains control of data by proofing documents, examining legal documents relating to property transfer and determining re-appraisability under the Revenue and Taxation Code based on examination of chain of title and interpretation of law.
  • Acts as liaison between appraisal staff, taxpayers, tax collector and auditor effectively explaining state law and local policies related to assessment practices, furnishing information regarding ownership, title changes, valuation and assessment processes.
  • Handles and/or coordinates resolution of the more complex and technical assessment support activities and problems and investigates and resolves complaints.
  • Enters /retrieves data from electronic data processing systems, establishes/ updates information, generates documents and correspondence; prepares, reviews, maintains files and other necessary records.
  • Examines and analyzes property appraisal records in order to complete appraisal process and enroll values to tax roll and orders and verifies reports for accuracy for closing of tax roll.
  • Reviews appraisal records for completeness and accuracy and assists appraisers with the interpretation and application of property system and procedural process.
  • Processes parcel splits, boundary line adjustments and certificates of compliance.
  • Notifies taxpayer of completed appraisal valuation by the issuance and mailing of supplemental tax notices.
  • Prepares ownership information, calculates and tracks percentages of ownership interest, and enters ownership data into computer files.
  • Resolves defects in change of title by composing letters to tax payers and legal representatives of taxpayers regarding the disposition of legal documents and/or records.
  • Researches and analyzes property appraisal records to make determinations regarding assessment roll corrections and escapes and applies appropriate Revenue and Taxation Codes.
  • Reviews claims and declarations, works with the State Board of Equalization in determining claimant eligibility for appropriate property tax exemptions.
  • Assists in creation and updating exemption and exclusion reports to State Board of Equalization.
  • Creates and orders reports using tax rate area and/or parcel numbers for special districts, agencies and public.
  • Oversees scanning of assessor documents to computer system.
  • May serve as backup for other positions within the department.
  • Performs other related duties as assigned.


MINIMUM QUALIFICATIONS REQUIRED

Education and Experience:

High school diploma or GED and three years of related experience; or any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.

Knowledge of:
  • Administration of staff and activities.
  • Applicable state, federal and local ordinances, codes, laws, rules and regulations and legislative issues.
  • Correct English usage, including spelling, grammar, punctuation, and vocabulary.
  • Internal departmental policies and procedures.
  • All computer applications and hardware related to performance of the essential functions of the job.
  • Standard business arithmetic, including percentages and decimals.
  • Record keeping, report preparation, filing methods and records management techniques.
  • General office procedures, policies and practices.

  • Communicating orally with staff and citizens in order to give and receive information in a courteous manner. Operating and routine maintenance of general office machines such as copiers, facsimile machines, telephone systems.

Mental and Physical Ability to:
  • Read and interpret documents such as safety rules, operation and maintenance instructions, and procedure manuals.
  • Understand and carry out written and oral instructions, giving close attention to detail and accuracy.
  • Establish and maintain effective working relationships with others.
  • Draft and type correspondence.
  • Add, subtract, multiply and divide whole numbers, common fractions and decimals.
  • Deal with situations with several variables in standardized situations.
  • While performing the essential functions of this job, the incumbent is regularly required to sit, use hands to finger, handle, or feel objects, to reach with hands and arms, and speak and hear.
  • While performing the essential functions of this job the employee is occasionally required to lift and/or move up to 20 pounds.

SALARY
Compensation is based on a five-step salary range, with annual merit-based increases within the salary range.

RETIREMENT

HOLIDAYS AND PERSONAL LEAVE
Mendocino County observes 11 paid holidays per year. Employees are granted 24 - 48 hours of personal leave annually, depending upon Bargaining Unit.

VACATION
Accrues at the rate of two weeks per year for three years. Three weeks per year after three years, four weeks after eight years and five weeks after 15 years.

SICK LEAVE
Paid sick leave accrues at the rate of 1.25 days per month, or 15 days per year. Accruals are pro-rated for part-time employees working at least 20 hours per week. Part-time employees working less than 20 hours per week, and extra-help employees receive up to 24 hours (or 3 days) of paid sick leave annually.

MEDICAL, DENTAL, VISION, AND LIFE INSURANCE
The County and the employee share the cost of an employee selected health care plan; enrollment in the plan includes $20,000 Life Insurance.
