GENERAL DESCRIPTION

PLEASE NOTE: The salary listed on this posting will receive a 5% legislative appropriated increase effective 9/1/2024.

Under the direction of the Assistant Commander Game Warden, the Tactical Flight Officer (TFO) performs wildlife and natural resources enforcement work. The TFO is an aircrew position responsible for augmenting the Aircraft Commander aboard Texas Parks and Wildlife (TPWD) aircraft for the purpose of providing aerial assistance in law enforcement and wildlife conservation activities; to provide overwatch and command & control during active law enforcement situations; to search for, locate, and rescue lost, stranded, and/or injured persons; to transport medical patients on an emergency basis; to transport emergency supplies and provide aviation support during all hazards response operations; to provide aerial assets in support of wildlife enforcement and research missions; and to provide transportation for law enforcement officers, department personnel, state officials, and other persons requiring use of departmental aircraft. The position is responsible for managing the TFO program to include development and coordination of training, operational staffing and statistical data tracking. The position will oversee the TFO standard operating procedures and equipment purchase, maintenance and replacement. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

NOTE: After gaining 4 years experience as a Texas Game Warden as listed in Law Enforcement General Order Chapter 4.111, the selected candidate is promoted to Sergeant Rank with the TFO position pending successful completion of TFO training and qualification standards. If the selected candidate already has the minimum 4 years' experience, the selected candidate will be promoted to Sergeant Rank upon completion of TFO training and qualification standards.


Qualifications:

MINIMUM QUALIFICATIONS

Education:

Graduation from an accredited college or university with a Bachelor's degree.

Graduate of the Texas Game Warden Training Academy.

Experience:

Experience as a TPWD Game Warden.

Licensure:

Must possess a valid class "C" Texas driver's license.

Must possess a current license as a peace officer by the Texas Commission on Law Enforcement (TCOLE).

Commissioned as a Texas Game Warden by the Texas Parks and Wildlife Department.

NOTE: Retention of position contingent upon successful completion of TFO training and qualification standards, as well as maintaining all TFO qualification standards and TPWD Aircraft Branch designations.

PREFERRED QUALIFICATIONS

Education:

Incident Command System (ICS) Training.

Experience:

Experience with Night Vision Devices (NVD), thermal imaging devices, helicopter search and rescue (SAR) equipment and techniques, tactical radios, and use of aircraft hoisting systems. Must be aeronautically adapted to flight in fixed and rotary wing aircraft during challenging mission sets in difficult conditions.

Experience as a swift water technician instructor, natural disaster deployments, and/or Emergency Operations Center experience (DD, EOC, or SOC).

Licensure:

Current or pervious certifications for swift water technician, helicopter rescue technician, and or helicopter hoist operator.

KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of statutes, proclamations, regulations and policies related to the enforcement of all provisions of the Texas Penal Code, the Code of Criminal Procedure, the Texas Parks and Wildlife Code, and all regulatory acts adopted under the authority of the Parks and Wildlife Code regarding fisheries resources, game animal resources, game bird resources, non-game resources, furbearing resources and provisions of the Texas Water Safety Act;

Knowledge of aerodynamic principles;

Knowledge of Federal Aviation Administration orders, regulations, and circulars;

Knowledge of aviation industry safety standards and guidelines;

Knowledge of Law Enforcement tactical patrol and apprehension techniques, suspect/victim behavior, and search and rescue methods and techniques.

Skill in effective verbal and written communication;

Skill in effectively communicating and dealing with other people to achieve work related goals and objectives;

Skill in using own judgment, resulting in sound decision-making;

Skill in creating training curriculum and syllabi;

Skill in operation of applicable aviation law enforcement and search and rescue equipment, and use of aircraft radios;

Skill in first-aid and applicable lifesaving techniques;

Skill in using MS Word, Excel, Outlook, and PowerPoint.

Ability to research and organize information to assist in the preparation and monitoring of aircraft branch budget;

Ability to use agency and divisional purchasing procedures to facilitate aircraft branch purchasing and provide assistance to others as requested;

Ability to effectively communicate, coordinate, and work effectively with other employees, including higher ranking officers, to accomplish mission and tasking requests;

Ability to effectively communicate, coordinate, and work effectively with outside agencies to facilitate training, shared knowledge, mission coverage, and deployments;

Ability to plan and organize work load and priorities;

Ability to use software and hardware to produce training documents and effective written communications;

Ability to read and interpret maps using latitude and longitude;

Ability to perform manual labor including, lifting supplies and materials up to 50 lbs.

WORKING CONDITIONS

All Aircraft Branch personnel must reside within 50 miles of Austin-Bergstrom International Airport.

Required to work hours other than 8:00 a.m. to 5:00 p.m. Monday through Friday; with days off other than Saturday, Sunday, and holidays

Required to work under physically and mentally stressful conditions;

Required to respond to emergencies and on-call situations;

Required to work overtime as necessary;

Required to sit for extended periods of time, up to four hours in an aircraft under flight;

Required to perform manual labor including, lifting supplies and materials up to 50 lbs.;

Required to travel 25% with possible overnight stays;

Required to operate a State vehicle;

Non-smoking environment in State buildings and vehicles.
