JOB SUMMARY:

Under the general supervision of the Parking Operations Manager, who holds the incumbent responsible for the attainment of desired goals, the Parking Operations Supervisor is responsible for the daily supervision of staff from garages, enforcement, meter repair/collections, and main office. The supervisor oversees the parking staff within his/her area of responsibility. Plans, organizes and supervises the work of these employees, by personal observation and review of records, in a manner conducive to full performance and high morale. Makes recommendations regarding hiring, discipline, and promotion of subordinates, provides input to Supervisors concerning employees’ performance; recommends leave and overtime; establishes work procedures; and expedites work. Work frequently demands the making of independent decisions.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:

  • Supervises employees on a regular basis engaged in providing maintenance, enforcement, meter repair/collections and cashiering services.
  • Oversees and monitors garage operations, including maintenance of all garages as well as enforcement within garages.
  • Coordinates any special tasks or events and tasks with other departments as needed. Oversee appropriate event signage is printed and installed. Coordinate special event setup.
  • Provides management with reports pertaining to the number of citations, officer productivity, appeal results, etc.
  • Investigates and responds to complaints about Enforcement Officers; signs, areas, unsafe conditions, etc. in person, by phone or by correspondence.
  • Reviews documentation and provide input for determination of Citation Appeals.
  • Provides testimony in court regarding parking violations and appeals.
  • Issues citations for violations of City Code.
  • Tracks meters and parts sent to other locations for repairs.
  • Reviews invoices and recommends payment.
  • Oversees the collection of money, counting of coin and currency and preparation of bank deposits.
  • Inputs collection data and prepares reports.
  • Assists in processing payroll.
  • Provides input on hiring, evaluation, promotion and termination of employees, or makes related recommendations that are given particular weight.
  • Maintains inventory and orders supplies and parts as needed
  • Performs revenue control activities including monetary audits, cash handling, account reconciliation, and overages/shortages tracking.
  • Collects data and prepares management reports on cashiering operations including revenue and statistical reports.
  • Creates staff schedules, assigns work and assures adequate coverage.
  • Assists with traffic control in and around public parking garages.
  • Must effectively and positively represent the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.
  • Must establish and maintain effective and professional relationships with work colleagues, supervisors and managers.

The Requirements

EDUCATION/EXPERIENCE:

Required:

High School Diploma or GED, plus two (2) years of experience in Parking Operations. Certified by the State of Florida as a Parking Enforcement Specialist.

Preferred:
Associate’s Degree, plus four (4) years of experience in Parking Operations.

Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.

CERTIFICATES, LICENSES, REGISTRATIONS :

  • State of Florida Certified Parking Enforcement Specialist
  • Valid Driver’s License: With proof of automobile insurance
  • Background Check: Must have an acceptable background record
  • Driving Abstract: Must have an acceptable driving record


The Examination

Examination: Depending on the number of applicants and the quality of their education and experience, the examination may consist of one or more of the following tests: written examination, performance examination, education and experience evaluation, oral examination and/or other job related examinations.

You will be notified of the time and place of your examination when you file or later by mail. A passing grade is required on each part of the process. Repeated participation in any examination for which the same test is used is limited to once every 6 months. Your examination results will be sent by email as soon as possible after the grading is completed.

Final passing grades are used to determine a candidate's position on the eligibility list of successful candidates. Departments fill vacancies from this list. The top three names are considered for each vacancy unless otherwise modified. Those not appointed are returned to the eligibility list for further consideration in accordance with the Civil Service Ordinance. Your name will remain on a register for one year for open competitive examinations and two years for closed competitive except where labor contract conflicts.

Your name may be removed from an eligibility list prior to one year according to Hollywood's Civil Service Ordinance or labor contracts. Your eligibility may be cancelled if you refuse a position or if you are not available for work. You are responsible for notifying the Employment Office, in writing, of any change in your address or telephone number.

SUMMARY OF BENEFITS FOR PART-TIME EMPLOYEES

Regularly scheduled non-seasonal part-time employees who average at least thirty (30) hours or more of work per week shall be eligible for the following benefits:

  • All regular part time employees who average at least 30 hours per week shall accrue paid vacation following their employment anniversary date. Employees shall accrue vacation leave as follows:
  • up to seven (7) completed years 60 hours
  • more than seven (7) but less than ten (10) completed years 84 hours
  • more than ten (10) but less than fifteen (15) completed years108 hours
  • more than fifteen (15) but less than twenty (20) completed years 120 hours
  • twenty (20) completed years and above 150 hours
After completion of the first full year of service, vacation time accrued as of September 30th of each year is to be utilized during the following 15 months. Cash payment in lieu of unused vacation shall be made only upon termination of employment or upon approval of the City Manager.

  • Part-time employees who average 30 hours or more per week accrue six hours (6) per month in sick leave accruals. The hours paid to the employee will be the number of hours that the part-time employee was scheduled to work on the date they called in sick.
  • Part-time employees who average 30 hours or more per week will receive 12 hours each fiscal year of use-it-or-lose-it time off in recognition of the importance of mental health well-being.
  • Bereavement leave is provided for the demise of an immediate family member. Part-time employees will receive one work week with compensation based upon the average hours worked in the previous 13 weeks.
  • Employees will receive longevity compensation added to their base salary for the following continuous years of service with the City:


  • 5 years of service 5%
  • 10 years of service 3%
  • 12.5 years of service 2.75%
  • 15 years of service 2%


  • Part-time employees who average 30 hours or more per week will receive a (non-matching) City contribution to a Nationwide deferred comp 457 plan in the amount of $1,000.00 to be paid annually on the employee’s anniversary date of hire. (Employee must enroll in a 457 to receive).
  • Part-time employees who average 30 hours or more per week and families shall be provided the option of coverage in the City’s health insurance plans. The City will contribute 80% of the premium for employees electing single or dependent coverage on the OAP plan and the employee will be responsible for contributing 20% of the premium; The City will contribute 100% of the premium for employees electing single coverage on the OAPIN plan. For employees adding dependents, the City will contribute 90% toward the premium and the employee will be responsible for contributing 10% of the premium. For 2024, the biweekly rates are as follows:

  • Part-time employees who average 30 hours or more per week shall have the option to purchase vision coverage through payroll deductions. Three plans are offered.

  • Employees will receive from the City a “use it or lose it” Health Reimbursement Account annually. The amount to the employee is determined by the employee’s medical enrollment status or if no coverage is elected then it will default to the lowest level. The level of the City contribution will be reevaluated once a year. The levels are: Single or no coverage = $400; Employee plus one = $600; and Employee plus two or more = $1000. In addition, the employee may establish and contribute to a Flexible Spending Account.
