Minimum Qualifications

NY HELPS Qualifications:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

A bachelor’s or higher degree AND three years of business analysis* experience where your primary duty was performing three of the five following activities:
1. Using business analysis techniques to elicit requirements as the foundation for the solution to the organization?s business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, or JAD Sessions).
2. Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).
3. Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirements; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirement Document [BRD], Fit-Gap Analysis, Impact and Feasibility Analysis, or Change Management Analysis).
4. Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.
5. Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.

Or B. a bachelor?s or higher degree AND possession of a Level 2 International Institute of Business Analysis/Certification of Capability in Business Analysis (IIBA/CCBA) Certification** AND one year of business analysis* experience where your primary duty was performing three of the five activities listed above.

Or C. possession of a Level 3 International Institute of Business Analysis/Certified Business Analysis Professional (IIBA/CBAP) Certification.**
*For the purposes of this examination, business analysis includes the following: the use of requirement elicitation techniques for improvement or automation of processes or functions; conducting research and documenting the current state of business process or function; participating in the implementation of system changes and enhancements; conducting system tests using test scenarios and documenting results; creating training, including procedure manuals for end users regarding new procedures and software; engaging in post implementation review and assessment; identifying, analyzing and resolving of issues inherent to existing systems; and acting as a liaison and interpreter between stakeholders and end users of the system.

Examples of non-qualifying experience include but ARE NOT limited to:
? Conducting or overseeing operational audits or audits of internal controls to develop audit reports and make recommendations to management regarding policies, practices, procedures and resources.
? Responsibility limited to forms design and changes to forms.
? Business related operational responsibilities, including serving internal and external customers, using a business system in the performance of daily operational duties, managing staff with business responsibilities, etc.
? Information technology-related responsibilities such as hardware installation, network configuration, software administration and programming.
? Development of instructional materials and classroom training.
? Help desk duties including troubleshooting, resolving user issues, and providing customer service.

*For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

If verifiable, we will accept and prorate appropriate part-time and volunteer experience.

Eligible List Qualifications:
Candidates may also be qualified for permanent competitive appointment if reachable on the Business Systems Analyst 2 eligible list.

55-b/c Qualifications:

This position is eligible for 55b/c appointment, and candidates with 55b/c eligibility are encouraged to apply. To be eligible for a 55b/c appointment, candidate must be currently enrolled in the Civil Service 55b/c program and must meet the minimum qualifications listed above. To be considered, you must provide a copy of your letter of eligibility with your response and meet the minimum qualifications listed above.
Transfer Qualifications:

Eligible for transfer under Section 70.1 of Civil Service Law which requires one year of permanent, competitive status as a Business Systems Analyst 2, SG-23, Call Center Quality Assurance Specialist 2, SG-23 or Children & Family Services Specialist 2, SG-23 or in a title at SG-21 or above deemed administrative under Section 52.6 of the Civil Service Law.
NOTE: Consecutive transfers resulting in an advancement of more than two salary grades are not permitted under Civil Service Law.

52.7 Non-Competitive Promotion (NCP) Qualifications:

As required by the New York State Department of Civil Service, we are posting for this position to determine if there are any qualified OPRHP employees interested in a permanent appointment to the position. If there are three or fewer qualified candidates interested in the position who meet the promotion minimum qualifications, a permanent appointment can be made pursuant to Section 52.7 of the Civil Service Law. The promotion minimum qualifications are: one year of permanent competitive service as a Business Systems Analyst 1, SG-18.

Provisional Appointment:
In the event that there is no valid eligible list at this location, candidates who meet the following minimum qualifications for Business Systems Analyst 2 may apply and if hired, will be provisionally appointed:

You must be a qualified employee of New York State and have one year of permanent competitive or 55-b/55-c service as a Business Systems Analyst 1 or Business Systems Analyst 1 (Health).

Candidates appointed provisionally must take the next scheduled Civil Service examination for this title, and their score must be reachable on the resulting eligible list before they can be permanently appointed. Candidates who do not pass the examination or achieve a reachable score may not be retained.

Duties Description

BACKGROUND AND OVERVIEW:
The Innovation Team is modernizing New York’s state parks and historic sites by using technology to make the Parks experience more enjoyable and efficient for both visitors and staff. Our goal is to not just deploy technology, but to help the agency rethink the way that it does business in order to most effectively and efficiently serve our patrons.

The Business Systems Analyst 2 (BSA2) will work collaboratively with the Innovation Team and Agency staff to ensure that the team’s initiatives are implemented smoothly and meet regional, park, and program needs. In addition to other analyst duties, the BSA2 will work closely with the Project Team to ensure analysis activities, deliverables and requirements are met.

DUTIES AND RESPONSIBILITIES:
The BSA 2’s job duties include but are not limited to:

• Independently lead and coordinate business analysis activities.
• Document as-is/to-be and creation of flows (traditional and cross-functional) or models according to recognized business analysis methodologies.
• Identify and document scope of business processes, changes, and enhancements, along with prioritizing and remaining aware of business process changes.
• Manage the relationship with project stakeholders to identify, model and document business process and data requirements.
• Translate technical complexities to project stakeholders, ensuring thorough understanding of design decisions.
• Work closely with the Project Team to ensure analysis activities are properly estimated and included in the project schedule.
• Work with the Project Team to ensure requirements’ gathering stays within scope or enact a change request if the scope needs to be revisited.
• Validate that solutions meet business needs by developing, maintaining and executing test plans.
• Coordinate quality assurance testing and testing efforts including documenting and reporting user feedback and noted defects.
• Develop training and user support materials in support projects.
• Provide project support as needed.
• Supervise lower-level staff.
• Perform other duties as assigned.
