Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. Telework-eligible applicants must reside in California. Headquarter location will be designated on the selected candidate's primary residence location. This is subject to change if HCD's criteria is met.

The Technical Assistance Analyst (AGPA) assists the Policy & Program Support Unit within the Division of Housing Policy Development to administer homelessness grant programs. The incumbent performs complex, varied, and multifaceted technical and analytical assignments related to providing technical assistance to grantees to prevent and end homelessness in California.

The core functions for this position in the Policy and Program Support Unit include:
  • Provide technical assistance and disseminate homelessness resources to grantees, including homelessness Continuums of Care, counties and cities.
  • Produce professional, well written policy analysis or process-related documents with attention to thoroughness and completeness of work, style, grammar, punctuation, and spelling.
  • Retrieve, organize, and store content for public dissemination, including on the department’s website.
  • Research and provide recommendations on best, promising and innovative practices to prevent and end homelessness.
  • Schedule, facilitate, and/or document meetings with a wide range of grantees and stakeholders.
  • Assist in monitoring progress and deliverables for the unit’s contracts.
  • Assist with maintaining the organized function of the Technical Assistance team and Policy and Program Support unit.

  • Subject matter expertise in homelessness and other policy issues that directly impact housing.
  • Experience creating and/or implementing written policies, plans or procedures and/or organizing systems, including project tracking systems.
  • Experience providing technical assistance, building relationships and coordinating with stakeholders and outside organizations.
  • Experience in commonly used software applications, such as Microsoft Office, to include Excel and Teams.
  • Experience producing and editing public facing documents, presentations, and talking points, and providing communications support, including copyediting and eblasts.
  • Experience referencing state statutes and/or municipal codes.
