Position Description

Assist the Minneapolis Civil Rights with their data discovery, data analysis, reporting, and data visualization needs to support Department decision making, evaluation, and transparency.

Anticipated Salary:
Anticipated starting salary range: $ 72,540.00-99,817.12 /annually, depending on qualifications.

Work Location:
This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties and Responsibilities

  • Provide strategic, analytical, and technical support for Departmental BI and analytic activities.
  • Perform detailed analysis and identify trends.
  • Act as an intermediary between the assigned business unit and the technical community by working with the business units and IT to collect, clarify, and translate business intelligence requirements into designs and solutions.
  • Investigate and provide answers to complex data questions for a variety of reasons, including fulfilling requests from the public for Civil Rights data.
  • Empower Civil Rights to become more data driven.
  • Work with Civil Rights staff to improve data quality.
  • Act as a Data Steward of Civil Rights data elements, or as a Maintainer assisting a Data Steward with the technical aspects of data stewardship
  • Satisfy ad-hoc reporting and analysis requests.
  • Work with IT as a subject matter expert in the addition of data to the Enterprise Analytic Hub and reporting framework development.
  • Collaborate with IT's Data Analytics Services group to develop sound, Enterprise aware, analytic solutions.
  • Identify data anomalies and communicate back to the data stewards.
  • Contribute to the coordination of data efforts and initiatives within the City Enterprise.
  • Act as a Subject Matter Expert for business systems used by the Civil Rights who will work with IT on enhancement and system use initiatives.
  • Present results to Civil Rights and City Leadership in a preferred tool (such as Office, BI reports, or dashboard).


Required Qualifications

MINIMUM EDUCATION
Bachelor's Degree in Business Analytics, Computer Science, Statistics, Economics, a related field, or equivalent

MINIMUM EXPERIENCE
Four years of experience performing related duties, that include business data discovery, analysis, query design, reporting, GIS, and/or statistical analysis.

SELECTION PROCESS

The selection process will consist of a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

BACKGROUND CHECK
The City has determined that a thorough Minneapolis Police Department criminal background check is necessary for positions with this job title. Applicants must sign an informed consent allowing the City to obtain their criminal history information in connection with the position sought. Applicants who do not sign the informed consent form will not be considered for the position.

DRUG AND ALCOHOL TESTING
All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

ELIGIBLE LIST
The names of applicants who meet minimum qualifications and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire three (3) months after it has been established.

INTERVIEW SELECTION

Knowledge, Skills and Abilities

  • Good knowledge of, and ability to work with business data analysis, query design principles, GIS, data visualization, and/or statistical analysis.
  • Considerable knowledge of business data analytics, and use of business intelligence and technical tools to source and organize data.
  • Strong communication skills and the ability to prepare recommendation, reports, and revisions based on business data analytics.
  • Strong evaluation and the ability to make decisions regarding business data.
  • Ability to use data analysis and business intelligence skills to interpret trends to support business activity.
