TPWD MISSION

GENERAL DESCRIPTION :

PLEASE NOTE: The salary listed on this posting will receive a 5% legislative appropriated increase effective 9/1/2024.

Under the direction of the Information Security Officer, the Cybersecurity analyst will perform moderately complex (journey-level) information security and cybersecurity analysis work. The job involves identifying and assessing potential threats and vulnerabilities to the organization's assets and operations. It also requires creating and implementing security policies and procedures to protect the organization's data, systems, and users. Additionally, the role includes monitoring and responding to security incidents to detect, contain, analyze, and resolve breaches or attacks that may compromise the organization's security or compliance. It also involves providing guidance and training to staff and stakeholders on security best practices, awareness, and responsibilities. The position also requires working with internal and external auditors and regulators to demonstrate the organization's adherence to relevant standards and regulations. Other responsibilities include obtaining and normalizing data for usage, developing effective and efficient SOC metrics, and creating metrics to demonstrate return on investments. The role also involves developing impact metrics to illustrate the maturity of agency security operations or identify gaps. Furthermore, it includes creating a metrics scorecard to display the level of effectiveness of enterprise SOCs, building dashboards using the NOSC infrastructure to support on-demand metrics representation, and tracking metrics initiatives and other projects. The position also involves collaborating with the team to redefine and redesign SOC metrics in line with the agency's needs and specifications. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.


Qualifications:

MINIMUM QUALIFICATIONS :

Education :

Graduation from an accredited college or university with a bachelor's degree with major coursework in information technology, computer information systems, computer science, management information systems, or a related field.

Experience :

Four years full-time experience in information technology, two of which must have been information security analysis or related.

Experience in planning and managing information systems and technology projects.

Background Check :

Required to pass a national fingerprint-based background check prior to employment offer. Potential candidates will be responsible for expenses related to the background check.

Licensure :

Must possess or be able to obtain, within 30 days of employment, a valid class "C" Texas driver's license.

ACCEPTABLE SUBSTITUTIONS :

Experience :

Graduation from an accredited college or university with a master's degree with major coursework in cybersecurity may substitute for two years of experience.

PREFERRED QUALIFICATIONS :

Experience :

Six years of experience performing cybersecurity analysis, data analysis.

Experience in business continuity and disaster recovery.

Licensure :

Certified Information Security Specialist Professional (CISSP).

KNOWLEDGE, SKILLS AND ABILITIES :

Knowledge of cyber security principles, standards, frameworks, and best practices;

Knowledge of current and emerging cyber threats, vulnerabilities, attack vectors and mitigation strategies;

Knowledge of network architectures, protocols, devices and security controls. Knowledge of database Technologies System administration, configuration management, patch management and backup/recovery procedures;

Knowledge of security tools and technologies, such as firewalls, antivirus, intrusion detection/prevention systems, encryption, authentication, and logging;

Skill in conducting cyber risk assessments and audits, identifying gaps, and recommending solutions;

Skill in conducting risk assessments and vulnerability scans to identify and mitigate potential security issues;

Skill and proficiency in visualizing data using data analytical tools;

Skill in developing and implementing security policies, standards, procedures, and best practices to ensure compliance with regulatory and organizational requirements;

Skill in monitoring and analyzing security events and incidents to detect and respond to any malicious or unauthorized activities;

Skill in providing guidance and support to junior cyber security analysts and other staff members on security-related matters;

Skill in researching and staying updated on the latest trends, techniques, and tools in the cyber security field;

Skill in collaborating with other internal and external stakeholders to enhance the overall security posture of the organization;

Skill in performing cyber incident response and forensics, analyzing evidence and reporting findings;

Skill in communicating effectively with technical and non-technical audiences, both verbally and in writing;

Ability to transform complex data into compelling visual narratives that are easy to understand and interpret is vital;

Ability to work independently and collaboratively in a team environment, under pressure and with minimal supervision;

Ability to think critically and creatively, solve problems and make decisions;

Ability to keep up with the latest trends and developments in cyber security;

Ability to identify and mitigate network vulnerabilities and explain how to avoid them;

Ability to conduct work activities in accordance with TPWD safety program.

WORKING CONDITIONS :

Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday, flexible and telework schedules are available;

This position is suitable to telework two days per week and the candidate may be allowed to telework with supervisor approval;

Required to pass a national fingerprint-based background check to maintain employment;

Required to respond to emergencies and on-call situations;

Must conform to TPWD dress and grooming standards, work rules, and safety procedures;

May be required to operate a state vehicle;

Required to travel 10% with possible overnight stays;

Non-smoking environment in State buildings and vehicles.
