The successful candidate in this position will perform a variety of professional duties in the collection, analysis, interpretation and presentation of statistical data regarding law enforcement operations; analyze findings and prepare clear and concise reports and presentations; conduct citizen surveys and assess public opinions regarding law enforcement policies and procedures; and perform a variety of analytical tasks relative to assigned area of responsibility.

There is currently one vacancy in the Police Department in which hiring will begin immediately following the close of this recruitment. This recruitment will also establish a list for future vacancies, which will be filled as they occur.

Examples of Essential Functions

  • Research, collect, compile, analyze and interpret statistical data; identify crime patterns, suspects and areas of high crime activity throughout the City; integrate appropriate computer systems to support and validate analysis; provide departmental staff and the public with crime statistics and reports.
  • Plan, design, conduct, and analyze citizen surveys to assess public opinions regarding Police Department operations, policies and procedures; develop methods to collect information including forms and questionnaires; conduct surveys using appropriate sampling techniques.
  • Apply Geographic Information Systems (GIS) technology to prepare and display crime and other related data in support of investigative, management, and administrative tasks; maintain and develop GIS structure to support tactical, strategic, and administrative crime analysis.
  • Plan, organize, and conduct reviews and studies on crime, traffic, homeland security, resource allocation, citizen perceptions, and population/demographic statistics.
  • Identify crime patterns, series, trends, and offenders; present related information to appropriate Police Department employees and outside agencies; assist in developing tactical plans to provide crime reduction solutions.
  • Evaluate the reliability of source information; adjust and weigh raw data; organize results into a form compatible with computer analyses or other methods.
  • Prepare a variety of statistical and analytical reports which may include data interpretation, manpower analyses, investigative analyses, findings, and recommendations; present analytical findings in a clear, comprehensible form including presentations, printouts, graphs, tables, charts and written reports.
  • Establish and maintain liaison with other law enforcement agencies, federal agencies, and city governments.
  • Conduct analyses on various work load aspects within the department; propose recommendations for staffing to meet workload demands; coordinate and supervise the activities of crime analysis staff, interns, and volunteers.
  • Design and maintain departmental computer database applications as needed for departmental analyses and operations; provide training to system users; modify and maintain programs as needed.
  • Conduct City and departmental surveys including database design, research, statistical analysis and preparation and publishing of reports.
  • Provide digital and video enhancement for mug shots and line-ups; train law enforcement personnel in producing photos for line-up and identification purposes.
  • Perform related duties as required.


Minimum Qualifications

The following minimum qualifications are required to be met at the time of application.

Combinations of relevant work experience and education that are equivalent to the following are acceptable.*

Education:
  • A Bachelor's degree from an accredited college or university with major course work in business administration, statistics, or a related field.
*Each year of additional relevant work experience will substitute for one year of the education requirement.

Experience:
  • Two years of increasingly responsible data collection, sampling and statistical analysis experience.
*A graduate degree from an accredited college or university with major course work in business administration, statistics, or a related field may substitute for the required relevant work experience.

License:
  • Valid driver's license

Examination Process:
Applicants must meet the minimum qualifications and pass the examination for this position to be eligible for hire. The examination will consist of online assessments which include a Cognitive Abilities Test, Employee Personality Profile and Computer Skills Test; along with a Training and Experience evaluation (T&E) weighted as follows.

Online Skills Test = 50%
Training & Experience Evaluation (T&E) = 30%
Cognitive Abilities Test = 20%
Employee Personality Profile = Information Only

Online Assessment Details:
Qualified applicants will be invited to participate in the online assessments once the recruitment has closed. These tests will be self-administered with no proctor, which means candidates will be able to complete them online at their convenience during the designated testing window.

The T&E examination consists of a Supplemental Questionnaire. The questions may be viewed online under the tab marked "QUESTIONS" on the job announcement page. The
T&E must be submitted online at the time of application.

  • Responses to your T&E questions should be consistent with the information given in your application details. Answers are subject to verification.
  • Failure to complete all of the questions or incomplete responses will result in a lower score; therefore, it is advantageous for you to provide a full and complete response to each supplemental question.
  • In order to receive credit for education or training, you must attach copies of your transcripts, diploma, or relevant certificates to your online application.

Appointment and Certification:
Appointments to positions in the City's Civil Service system are made on the basis of examination. Scores resulting from a competitive examination are used in determining a person's rank on an eligible register. The department may hire any of the persons referred. The names of those persons not hired may be considered when the next vacancy occurs, for as long as that register is viable.
