This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).* To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Either 1.) a New York State Professional Engineer’s license and current registration AND a qualifying bachelor’s degree** or higher as listed below. OR

2.) a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.

Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Electrical Engineering, Electrical Engineering Technology, Electrical Power Engineering, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.

Qualifying experience: One year of full-time engineering experience in the design and construction of parks, roads, bridges, recreational facilities, water and/or wastewater treatment facilities.

*Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

**Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency. 70.1 Transfer Qualifications:
Candidates must have one year of permanent competitive or 55b/c service as a Professional Engineer 1 with one of the following parenthetical title designations: Mechanical, Mechanical/HVAC, Electrical, Civil, Civil/Construction, Civil/Geotechnical, Civil/Structural, Civil/Transportation, Environmental, Industrial or Fire Protection AND possess a New York State Professional Engineer’s license and current registration.

52.7 Non-Competitive Promotion (NCP) Qualifications:
If 3 or fewer qualified Office of Parks, Recreation and Historic Preservation Assistant Engineer (Civil) respond to this posting, Civil Service may approve the permanent appointment of one of the qualified candidates without further examination.

The minimum qualifications for NCP appointment are:
You must have a New York State Professional Engineers license and current registration, and one year of permanent competitive or 55b/55c service as an Assistant Engineer (Civil).

Note: Non-competitive refers to not competing in an examination; the appointment will be competitive.

Duties Description

As a Professional Engineer 1 (Civil) responsibilities include, but are not limited to:
• Managing projects from inception to construction closeout, with both in-house and consultant resources.
• Overseeing work completed by regional maintenance or by contractors/consultants as needed, such as preparing scope of work and administering contracts, including the review of the technical components.
• Collaborating with engineers, architects, and other parties included in the construction project to determine all resources needed, such as equipment, manpower and materials, with attention to budget constraints.
• Reviewing work activities for quality and conformity to professional standards, NYS code, environmental requirements, and standards for accessibility.
• Performing and/or managing the preparation of contract drawings and specifications.
• Preparing graphics and presentations to communicate design intent for internal and public presentations.
• Reviewing, approving, and signing/sealing engineering plans, estimates, specifications, contracts, completed work, contract changes and payments. Assuring that crew work activities are completed in accordance with plans and contracts.
• Communicating status of projects with all stakeholders (regional management, park managers, regional maintenance crew, regional business office) to obtain input, resolve problems, discuss, and coordinate related developments, and explain projects and programs.
• Coordinating the work of other professional and technical staff assigned to a project; review and approve procedures, guidelines, and specifications and contract documents.
• Coordinating and working with other local, county, state, and federal agencies as necessary.
• Assuring work is performed within budget and on schedule; reviewing and recommending payments; ensuring that documents and reports comply with code and conform with standards; and scheduling and completing topographical surveys and soil investigations.
• Other projects and duties as assigned.

Additional Comments

OPERATIONAL NEEDS:
• At the time of appointment and as a condition for continued employment, you must possess a valid license to operate a motor vehicle in New York State.
• At the time of appointment and as a condition for continued employment, you must possess a New York State Professional Engineer’s license with current registration.
• Must have experience using AutoCAD and GIS software.
• Must have experience with Microsoft Office, including Outlook, Excel, and Word.
