Job Description

As a Principal Environmental Specialist, you will serve as a highly technical expert for development and implementation of the Webb Tract Rice Conversion and the Webb Tract Wetland Habitat Restoration Projects that focus on sustainable land management in the Delta region. The projects include design, preparation of environmental documentation, permitting, and construction of up to 3,500 acres of wetland and up to 1,500 acres of rice, including some upland habitat that will meet the goals of the project, which include reducing or reversing subsidence, stopping greenhouse gas emissions, generating carbon credits, creating habitat, and developing a long-term management plan. This is a grant-funded, three (3) year Limited-Term Employment position.

This position works under the supervision of the Manager of Bay-Delta programs and collaborates with Bay-Delta staff who investigate, develop, and implement habitat restoration projects on specific sites in the Bay-Delta region. The position will also collaborate with other key internal staff and consultants on engineering design, environmental compliance, regulatory permitting efforts, and sustainable agricultural practices.

Key responsibilities include project management, project development, assessing environmental issues and determining compliance requirements; assessing resource needs, establishing priorities and schedules, cost estimation, grant administration including budget tracking and reporting, and directing staff and consultants to accomplish work requirements, coordinating landowner outreach, permit implementation, construction oversight, data management and reporting, and communications with partner organizations and agencies.

The position requires regular travel throughout the Sacramento-San Joaquin Delta region and frequent field work in remote locations and under varying climactic conditions.

Schedule: 44/36, Monday through Friday /Every other Friday off. Monday through Thursday 9 hours per day, 8 hours per day every other Friday. Start times are no earlier than 6 am and end times are no later than 6 pm.

Hybrid: Metropolitan’s current practice in this position is a hybrid work schedule. This typically includes two days a week in person and the other days remote. This is subject to change dependent on organizational needs. In addition, a telework policy is scheduled for negotiations and once completed and implemented, will provide final direction on the hybrid schedule.

EMPLOYMENT STANDARDS MINIMUM QUALIFICATIONS
Education and Experience: Bachelor’s degree from an accredited college or university in environmental science, environmental engineering, biology, planning, or other directly related environmental or social sciences field and eight years of progressively responsible experience in environmental compliance, including two years at the Senior Environmental Specialist level; or a master’s degree from an accredited college or university in environmental science, environmental engineering, biology, planning, or other directly related environmental or social sciences field and six years of increasingly responsible public sector, water industry, public utility, or related experience, including two years at the Senior Environmental Specialist level.

Relevant Experience is defined as: California Environmental Quality Act; the endangered species and wetlands protection laws and regulations; regulatory permit requirements; general management and supervisory concepts and techniques; project management skills; and computer software such as Microsoft Word, Access, and Excel.

CERTIFICATIONS, LICENSES, AND REGISTRATION REQUIREMENTS
License(s): Valid California Class C Driver’s License or equivalent (required at time of application) that allows you to drive during your employment.
