The Sonoma County Sheriff's Office is seeking a detail-oriented and driven team leader to support our community as a Civil Bureau Specialist!

About the Position
The Civil Bureau is a small diverse team that is responsible for executing levies such as wage garnishments, bank levies and property seizures in Sonoma County, and for serving civil legal process such as small claims, summons, and petitions. The Civil Bureau also conducts Sheriff’s sales and evictions and enforces Civil Warrants.

As the Civil Bureau Specialist, you will supervise the work of assigned staff and act as a liaison between the Civil Bureau and outside agencies . You will assist the Civil Manager with reviewing and processing complex levies, as well as developing processes to complete workloads within deadlines. The Civil Bureau Specialist also processes the disbursement of levied funds, provide in-house training, and reviews and updates procedures to ensure relevancy and compliance with new/revised laws. Additionally, you will recommend and implement solutions to aid operational efficiency which may require analysis, statistical research, program evaluation, etc.

As the ideal candidate for this position, you possess:

  • The ability to quickly attain knowledge of and effectively apply the principles, rules, regulations, laws and procedures pertaining to civil law enforcement, including the California Code of Civil Procedures
  • A basic understanding of bookkeeping and accounting principles
  • Experience with research, data analysis, and plan implementation
  • The ability to work independently and to quickly make decisions with shifting priorities
  • Supervisory or leadership experience, and the ability to motivate and lead staff through process changes
  • Excellent communication skills with a wide variety of people and organizations
  • Ability to establish and maintain effective working relationships with department members, outside agencies, and the public
  • Proficiency with Microsoft Office

Minimum Qualifications

Education and Experience: Any combination of education and training which would provide the opportunity to acquire the knowledge and abilities listed. Normally, three years of increasingly responsible full-time experience in a law office, law enforcement office, or court environment processing legal documents including one year in a lead or supervisory capacity. Formal coursework or training in civil and criminal law with emphasis in legal documentation, legislation, legal codes, etc. is desirable.

License: Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.

Background Requirements: Applicants must successfully complete the Sheriff’s Department thorough background investigation process.

Knowledge, Skills, and Abilities

Considerable knowledge of: related government or department codes, ordinances, laws, regulations, procedures necessary to accomplish the position objectives; and the purpose and processing of a diversity of court, law enforcement, and legal documents, forms, and records.

Working knowledge of: the principles and practices of effective supervision and training; the computer and records systems of the courts and/or law enforcement; administrative techniques and principles of organization, techniques and practices of research methodology, data collection, and preliminary analysis; report writing; application and use of basic statistics including basic accounting principles; interview techniques sufficient to obtain information related to employment and administrative matters; effective written communications, including language mechanics, syntax and English composition; modern office methods and procedures; database, spreadsheet and word processing applications including basic methods of graphic presentations.

Ability to:
Prepare and process a variety of complex legal documents; maintain complex legal records; locate, identify and correct technical inaccuracies; understand, interpret, explain, and apply specific statutes, codes, laws, regulations, and procedures; communicate appropriately with managers, law enforcement personnel, judges, attorneys, and the general public; review and analyze problems and choose an effective solution and implement necessary changes; evaluate and assess employee behavior and performance and communicate performance standards to subordinates; research and analyze laws and legislation; implement policies and procedures; assemble materials and reports; communicate effectively orally and in writing; organize and prioritize work assignments; use and understand common database, spreadsheet, word processing, and graphic presentation applications; learn specialized computer applications.

BACKGROUND PROCESS

Being part of the Sheriff's Office and being expected to keep the public safe requires a thorough background investigation process. This process includes an assessment of prior work history, verifying educational experiences, court reports, public records searches, and understanding past patterns relating to drug usage, financial patterns, etc. This entails gathering a significant amount of information from job candidates and speaking to former employers, friends, family members, etc. Polygraphs, drug tests, and medical and physical examinations are also part of this process. Candidates must be honest and forthcoming about information that may arise during the background process.
