Ongoing development of all Department staff with emphasis on assuring that staff are provided with the resources necessary to meet and/or exceed their individual performance expectations and to continually grow within the Department. This is a specialized professional training and development position responsible for designing, developing, coordinating, and delivering instructional programs for specialized areas. Instruction may be in areas such as onboarding, computer training, professional development, supervisory and managerial training, human resources training, e-learning and continuous improvement. Employees administer certification requirements, assess the availability of training resources, and evaluate cost effectiveness of training programs. Employee may lead and mentor lower-level instructors by planning, assigning, and approving work. Work may involve evaluating the effectiveness of training programs and trainers; and ensuring training programs align with organizational strategic goal and objectives. May coordinate, develop and validate examinations that measure student performance or measure the achievement of training objectives and knowledge transfer. At the end of the day, you'll know you played a role in strengthening the Department of Health and Senior Services by providing or overseeing the initial and ongoing professional development and recognition of our nearly 2,000 team members. This position is grant funded with a projected end date of no later than 07/30/2026

  • Plan, implement, direct and evaluate training programs. Coordinate and plan education for some or all employees. Maintain all training records for all employees. Oversee mandated training required by regulations and/or Department policy. Work collaboratively with Director’s Office staff and Division staff to provide outcomes-focused education.
  • Be comfortable to present to individuals, small and large groups of employees; doing so in a manner that engages learners and embraces the values of the Department.
  • Orient new employees to general policies and procedures and guidelines. Act as liaison for all new employees and mentor for the first 30 days of employment.
  • Serve as an active participant on committees, workgroups, etc. as requested.
  • Participate in planning and development as necessary to advance Learning & Development and/or Organizational Health.
  • Conduct/coordinate Division-specific training with consent of supervisor
  • Arrange for some, or all, elements of the employee on-boarding experience to ensure the experience positions DHSS as a destination employer.
  • Know and apply principles of adult learning.
  • Use electronic learning resources, including audio/visual equipment necessary for the delivery of training programs.
  • Participate, as requested/required, in the development of Department standards, policies, and procedures.
  • Attend meetings as requested.
  • Participate in organizational excellence activities/program as requested/required.
  • Maintain learning resources library for all employees.
  • Demonstrate ability to communicate in English with a variety of people using good written, verbal, and non-verbal communication skills that display professionalism and adherence to Department values.
  • Adherence to all applicable Department policies and procedures.
  • Respond to internal and external disasters such as fires, tornados, etc.,.
  • Arrive to work on time and when scheduled, minimize unscheduled absences and schedule sick and annual leave responsibly, as established by Department policies.
  • Work overtime as needed.
  • Work weekends, holidays, evenings, and nights as needed.
  • Travel as needed.

Minimum Qualifications:

  • Knowledge of instructional design methods and development of necessary materials as well as understanding and application of adult learning concepts and theory.
  • Ability to make recommendations for training changes and implement them as approved. Bachelor’s Degree and 4-6 years of relevant experience. (Substitutions may be allowed.)
  • Experience with an e-learning system is preferred.
