TITLE: Equipment Operator I

Reports to : Operations Crew Chief Storm Water, Operations Supervisor Storm Water

DEFINITION: Under immediate to general supervision, performs a variety of semi-skilled and skilled work in the operation of light to medium construction and maintenance equipment in support of assigned District systems and facilities; performs construction and maintenance work; and performs related work as required.

Essential Functions

EXAMPLES OF TYPICAL JOB FUNCTIONS :
Drives construction and maintenance equipment to and from job sites; loads and unloads equipment; checks transport permit approvals for all loads and equipment up to and over 80,000 pounds.Operates a variety of vehicles and equipment including backhoes, loaders, cranes, bulldozers, motor graders, mulchers, dump trucks, semi-lowboy trucks, pick-up trucks and forklifts.Uses and changes equipment attachments to perform excavating, trenching, grading, spoiling materials, clearing, earth moving, loading and unloading, leveling, and backfilling assignments.Excavates for water meter installation, service lines, sewer lines, irrigation and drainage pipelines and other excavations as assigned and ensures all underground utilities are located before excavating.Performs heavy manual labor involving shoveling and lifting, heavy and semiskilled maintenance, construction and labor work when the nature of the job does not require constant equipment operations.Depending on assignment, inspects, maintains, and restores district channels; removes encampments, mulch vegetation, controls water flow, diversion and high dikes, percolation ponds and provides water to desert aquifers.Depending on assignment, works collaboratively with on-call contractors and vendors.Depending on assignment, checks water flows, inspects channel for erosion, and opens/closes radial gates to ensure safe and proper filling of percolation ponds for ground replenishment flows.Inspects vehicles and equipment; secures all attachments on heavy equipment including buckets, booms, blades before transport; performs preventative maintenance including replace or refill fluids including fuel, oil, coolant; replaces grease barrels, and services air compressor; cleans, maintains, and makes minor repairs to assigned equipment.Places traffic control and warning signs; sets up barricades.Reads and interprets specifications, diagrams, manuals, and other documentation relative to the operation and routine maintenance of light to medium duty equipment.

Minimum Qualifications

MINIMUM QUALIFICATIONS:
Licenses and Certifications : Possession of a valid Class A California Driver’s License, with proper endorsements, to be maintained throughout employment. Depending on assignment, an Equipment Operator will receive an additional pay of 5% to their current base salary by possessing a certification from the National Commission for the Certification of Crane Operators (NCCCO), to be maintained throughout employment, subject to department needs (not all positions “need” a NCCCO Certification).
Experience: One (1) year of experience in the operation of equipment related to construction and maintenance.
Education: Equivalent to a High School Diploma.

Knowledge of:
  • Operation, work methods, and limitations of power-driven equipment used in the District’s maintenance and construction activities.
  • Care, maintenance, and operation of vehicles and equipment.
  • Lifting and carrying techniques.
  • Basic arithmetic.
  • Hand and power tools and equipment used in the course of work.
  • Occupational hazards and safety equipment and practices.
  • Principles and procedures of record keeping.
  • District and mandated safety rules, regulations, and protocols.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and District staff.
  • The structure and content of the English language to effectively perform the work.
  • Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.
  • Operational characteristics, and the safe and proper use of, machinery, tools, equipment, and materials necessary to perform assigned duties.

Ability to:
  • Operate assigned vehicles and equipment in a safe and effective manner.
  • D1-D5 or equivalent (up to 50,999 lbs)
  • Excavator (up to 99,999 lbs)
  • Front Wheel Loader (1.5 yard to 3.5 yard bucket)
  • Articulating Rock Trucks (up to 45,000 tons)
  • Perform a variety of excavation, earthmoving, backfilling, trenching, discing, and clearing duties.
  • Perform semi-skilled construction and maintenance work.
  • Perform routine maintenance and basic repairs on assigned equipment.
  • Clean and care for assigned areas and equipment.
  • Load, unload, and transport equipment.
  • Safely and effectively use and operate hand and power tools used in the course of work.
  • Read and interpret specifications, diagrams, manuals, and other documentation.
  • Make accurate arithmetic calculations.
  • Maintain accurate logs, records, and basic written records of work performed.
  • Use tact, initiative, prudence, and independent judgment within general policy and procedural (add legal if applicable) guidelines.
  • Effectively use computer systems, software applications relevant to work performed, and modern business equipment to perform a variety of work tasks.
  • Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.
