This recruitment is for an hourly/temporary (at-will), non-benefited position limited to 999 hours of employment in a fiscal year (July 1 through June 30) with an approximately 16 hours per work week. Days and hours worked may be flexible, depending on the department's operational needs.

The Town of Los Gatos is recruiting for a temporary/hourly Code Compliance Officer as part of the Town's Code Compliance team in the Community Development Department. Under direction, the Code Compliance Officer performs a variety of duties and assignments including patrol, which is principally the performance of a variety of routine, nonhazardous municipal law enforcement duties for which sworn personnel are not required.

This position reports to and is supervised by the Town's Building Official. The successful candidate will receive appropriate training in the collection of information, the use of noise meters and other equipment, compliance tactics and strategies, and other matters consistent with the Town's high degree of respect and courtesy to all parties.
THE IDEAL CANDIDATE
The Code Compliance Officer must be able to communicate clearly and effectively with the public and exercise sound judgment, tact, and integrity. The Code Compliance Officer must possess a calm demeanor and remain alert and coherent while under routine or stressful situations. The successful candidate must understand how to respond appropriately to changing field situations and work well with staff from Police, Community Development, and other Departments.

Duties and Responsibilities

EXAMPLE OF DUTIES
  • Patrols the Town on assigned shifts for the purpose of enforcing and preventing violations of applicable codes and ordinances and reporting unsafe conditions and other related conditions.
  • Focuses on public disturbance, or other nuisance behaviors. Documents field observations and actions accurately.
  • Implements Town procedures in collecting information, responding to the public's inquiries or complaints, and reporting of fieldwork.
  • Meets with businesses to understand late night offerings and to assess compliance with Town permits. Prepares necessary reports using computer databases, word processing, or other tools.
  • Appears in court to present evidence and testimony as required.


Minimum Qualifications

REQUIRED EDUCATION, EXPERIENCE AND TRAINING
Any combination of experience and training that would likely provide the required knowledge, skills and abilities is qualifying.
  • Bachelors Degree in planning or a related field.
  • One year experience in investigation, zoning administration, law enforcement or related field.
  • Additional related experience may be substituted year for year for the education requirement provided the minimum attainment is high school graduation.
  • Possession of a valid California Class C driver’s license.
  • Desirable experience interpreting policies and ordinances and demonstrated work experience in code compliance and preferably with a municipality.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
  • Current principles and trends in urban planning and zoning.
  • Drafting and mapping techniques.
  • Investigative techniques.
  • Legal procedures related to the enforcement of laws and ordinance.
Ability to:
  • Communicate effectively in writing and orally
  • Prepare accurate and complete reports.
  • Interpret rules and regulations.
  • Use judgement.
  • Accurately interpret and administer applicable codes and regulations.
  • Analyze, research and investigate issues and prepare clear and concise reports on findings.
  • Prepare accurate drawings and maps.
  • Establish and maintain effective working relationship with Town personnel and the public.
  • Conduct work in a safe manner in accordance with established practices. Each of these essential tasks must be performed individually and unassisted by other persons, since this class of employment requires an ability to work alone
DESIRED KNOWLEDGE, SKILLS, AND ABILITIES
Internship or para-professional experience in city planning.

PHYSICAL DEMANDS
Employees must be able to maintain physical condition necessary for moderate or light lifting and carrying; bending, stooping, kneeling, crawling; walking, standing or sitting for prolonged periods of tine; repetitively use fingers and/or wrists while twisting or applying pressure; maintain concentration and the capability to make sound decisions; maintain effective audio/visual discrimination and perception to the degree necessary for the successful completion of assigned duties.

WORK ENVIRONMENT
Indoor/Outdoor environment - employee works in a computerized office environment and may travel from site to site; exposure to inclement weather; may be exposed to dirt, dust, fumes, smoke, gases, and traffic; work with others and alone.
