ABOUT THE POSITION

The Clark County Department of Aviation is seeking qualified candidates to apply for the Airport Program Administrator - Strategic Planning position. This position plans, directs, manages, reviews, and evaluates the work of staff providing support to airport programs and provides program planning, oversight, technical assistance, review, and evaluation of such programs. Additionally, this position acts as the departmental representative and liaison with other Airport and County departments, service providers, and funding sources for assigned programs. Further, this position will work collaboratively with other department leads to assist with implementing airport strategic business goals and objectives.

This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources.

This classification is designated exempt under the Fair Labor Standards Act (FLSA), and is therefore, not eligible for overtime.

MINIMUM REQUIREMENTS

Education and Experience:

Bachelor's Degree in Business, Public Administration or a field related to the programmatic area to which assigned and four (4) years of full-time related professional level experience. An advanced degree in appropriate field preferred. Professional level experience and/or education that has provided the skills and knowledge necessary to perform all job functions at this level may be substituted on a year-for-year basis.

Working Conditions: Attend meetings outside of normal working hours.

Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment drug examination.

Residency Requirement: Permanent employees must maintain a principal place of residency within the boundaries of Clark County and provide proof of compliance with Nevada motor vehicle registration and drivers' license laws within 90 days of employment.

Background Check: Employment with the Department of Aviation is contingent upon completion of an education/experience background investigation, a fingerprint-based criminal history record check processed by the FBI, and upon the ability to be granted a security badge as mandated by the Transportation Security Administration. Note: all prospective hires must present two original government issued ID's upon acceptance of job offer. Examples of acceptable ID's include a Passport, Driver's License or DMV issued ID, birth certificate, Social Security card, Voter Registration card, school issued ID with picture, etc.

Customs and Border Protection Security Seal Program: Employment with the Department of Aviation in this job title is contingent upon a ten year employment and five year residency history record check and the ability to present original identity based documentation in order to meet the requirements for a Security Seal.

PHYSICAL DEMANDS

Mobility to work in a typical office setting, use standard office equipment, and be capable of traveling to various locations throughout the County in order to visit work sites or attend meetings; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone. EXAMPLES OF DUTIES

Plans, organizes, assigns, supervises, reviews and evaluates the work of professional, technical and/or support staff. Recommends selection of staff; trains staff in work procedures; administers discipline as required. Plans goals, objectives, policies and work standards for the program(s); provides input into the program's budget. Develops and modifies techniques and formats to evaluate pilot or current program effectiveness and to determine the need for program modification and/or new program development. Researches and develops program alternatives; ensures that the programs are meeting the departmental mission; locates funding sources, service deliverers and other resources; designs and implements program procedures and manuals. Contributes to the overall quality of the program's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures. Monitors assigned program or programs; ensures compliance with departmental mission, funding sources regulations and other guidelines. Acts as the program, Department of Aviation, and County representative with other departments, community organizations and public and private service providers, general public, funding sources, community and business organizations; answers questions, resolves problems and provides information and technical assistance as required. Makes presentations to a variety of community groups; promotes the programs through developing contacts with various organizations and through media announcements. Monitors changes in legislation and FAA regulations that may affect program operations or service delivery; evaluates their effect upon program activities and recommends appropriate policy and procedure modifications. Maintains or directs the maintenance of accurate records and files. Prepares a variety of correspondence, reports, policies, procedures, program documentation and other written materials. May provide staff support and guidance to a policy board or committee. Uses standard office equipment, including a computer, in the course of the work; may drive a motor vehicle to attend meetings and visit various work sites.
