Regional Government Services (RGS) is looking for skilled disability and leave management generalists to deliver integrated absence and disability management in strategic partnership with clients to serve their needs . This includes leaves of absence, workplace accommodation, and disability management .

While RGS is a public agency, our unique mission and service model require innovation and flexibility from our service teams to acquire , deploy and benefit our clients . These critical roles on our Disability and Leave Management (DLM) Team will work to deliver leave management services to RGS clients .

Actual weekly hours are variable depending on available contracts and your personal schedule and availability . Hours are flexible and employees can accept or refuse projects as needed to best manage their own schedule.

Any member of the DLM team who desires additional work may be considered for additional HR services teams , depending on both skillsets and project availability.

  • Have a thorough understanding of human resources, and regulations at federal, state, and local levels, especially with California-specific regulations.
  • Have extensive experience in absence management programs, including leaves, accommodations, alternate job placements and return to work processes, and vendor relationships related to these programs.
  • Communicate in an approachable and responsive manner.
  • Learn new processes quickly . Review an d analyze po licies and procedures and implement effective procedures as necessary.
  • Understand the importance of transparency and promote policies, practices, and procedures that enhance trust while maintaining confidentiality and employer obligations.
  • Be able to analyze and develop innovative and effective solutions to administrative and operational challenges.

  • Possess a high level of proficiency with various technologies and applications used in HR-specific services, spreadsheets (e.g., Excel), word processing (e.g., Microsoft Word), and records management.

Examples of Duties

  • Ensures client organizational compliance by consistently applying, advising, and educating managers and employees on Federal and State leave and disability regulations, work-related injuries, organizational policies, and collective bargaining agreements.
  • Keeps current on new developments in l eaves of absence and accommodation regulations .
  • Evaluates and proposes updates to client programs related to leave administration, workplace accommodation and disability management.
  • Works with clients and their vendors to ensure that the contracted services are being performed accurately, timely and with high quality.
  • Work s closely with RGS team leads , along with client HR, payroll, legal, and other relevant parties to ensure a cohesive and integrated approach to absence and disability management.
  • Builds trust among stakeholders through open, fair, timely , and transparent communication and decision making, keeping the policies and legal requirements at the center of the decision-making process.
  • Escalates client service issues to RGS leadership as needed to address potential risk management concerns.
  • Educate and assist employees and employers with w age replacement benefit s and integration options.
  • Manages and partners with clients to a) ensure that the contracted services are being performed accurately, timely and with high quality and b) ensure that the relevant plans, policies, and processes are accurately defined and administered.
  • Collaborates with external vendors to optimize services and streamline processes.


Typical Qualifications

Minimum Qualifications

Advisors must demonstrate the knowledge and skills to serve as a consultant to clients.

Education: College level coursework or certification in human resources or public administration.

Experience: Five (5) years of responsible California local government Human Resources experience at an analyst or senior analyst level with a primary emphasis in leaves, accommodations, return to work processes , and alternate job placement a s an accommodation.

Desirable Qualifications:

  • Absence and disability management work experience with California public agencies.
  • A bachelor’s degree from an accredited college or university with major coursework in human resources, or public administration, or a closely related field .
  • Experience in defending claims before various governing agencies .
  • Certification in Human Resources.
  • Certification in Professional Disability Management.

Medical, dental, and vision benefits are available for employees who regularly work more than an average of 20 hours per week.
Flexible work hours with the understanding that some portion of time may need to be completed during core work hours of 8:00 AM - 5:00 PM PST to deliver human resources services.

Team Interview - Candidates who pass the Online Skills Assessment will be invited an interview with member(s) of the Disability and Leave Management Team. This interview will be conducted via a video conference platform and is tentatively scheduled for August 29, 2024 .

Successful candidates will be placed on an eligibility list . The Leave Management Team Lead will interview candidates from this list as needed for staff ing contracts .
