THE DEPARTMENT:

Fremont Police Department
is the law enforcement agency for the City of Fremont, California. As of 2023, the department consists of over 300 staff, of which more than 200 are sworn personnel, and more than 100 are professional staff. Fremont Police Department was first established under the direction of Chief Richard E. Condon on July 1, 1958. At that time, it was staffed by one Lieutenant, three Sergeants, two investigators, one juvenile officer, 17 patrol officers, a secretary, and a clerk. By the end of 1958, there were a total of 25 officers serving a population of 29,000 people in the City of Fremont. In 1966, Fremont PD grew to 82 officers, serving a population of 88,000. The department continues to grow as demand for services increased. Today, Fremont Police Department is one of the most reputable police agencies in the State, serving the 4th largest city in the Bay Area.

THE OPPORTUNITY:

The City of Fremont is seeking an exceptional individual to join our team as a Public Affairs Specialist. This pivotal role reports directly to the Public Affairs Manager and is primarily responsible to strengthen community-based crime prevention and preparedness programs at the neighborhood and city-wide level and to coordinate community building and engagement programs and opportunities across Fremont. As a Public Affairs Specialist, you will have the responsibility to plan, organize, coordinate and implement the Fremont Police Department's crime prevention services and programs to enhance community relations . Your expertise will be crucial in working with city staff to develop and enhance their community engagement skills.

The ideal candidate is a dynamic and knowledgeable individual, with a deep understanding of crime prevention, law enforcement, public relations or communications is desired. Essential knowledge areas include:

The Public Affairs Specialist selection process will consist of the following:

In-Basket Exercise and Oral Board Interviews: The oral board interview step is designed to demonstrate the candidate’s knowledge, skills and abilities as they directly relate to this opportunity. This phase of the examination will take approximately 3 hours. Applicants will meet with three (3) oral board panels, all tentatively scheduled for August 16, 2024. ** This timeline is subject to change.

Appointment : Candidates will be considered for appointment from the Eligible List, which has a life of one year, unless sooner exhausted or extended for an additional year. The Eligibility List presented to the Chief of Police will consist of candidates who pass the examination process. The Chief of Police, or designee(s), will conduct departmental interview(s) and will make selection decisions based on examination results, interview results, work history, and factors of merit. Appointment is subject to satisfactory completion of a twelve (12) month probationary period, which is an integral part of the testing process. Performance evaluations conducted during the probationary period will be considered prior to regular appointment.

Essential Functions

Responsibilities
  • Maintains, enhances and organizes staff in general residential and business community outreach and crime prevention programs, including community events, National Night Out, Shop with a Cop, Coffee with a Cop, neighborhood watch meetings, and residential/business crime free programs.
  • Participates, plans and provides assistance with community events, meetings (including facilitating and developing agendas), group/tour visits, and activities and is responsible for following up on action items following meetings.
  • Confers with Police management to prioritize work and determine which neighborhoods or business districts will receive focused assistance.
  • Develops program related content; researches, writes and prepares written drafts and program material.
  • Uses a variety of software to create visual graphics and marketing materials.
  • Collaborates with the Police Department's Digital Media team and the City's Social Media team to film and edit videos for the department's social digital media presence to ensure content is professional, current and innovative.
  • Responds to questions and requests for information in person and in writing using professional and best practice methods.
  • Provides information to program participants regarding available resources from the City and other community, educational, governmental and business organizations.
  • Assists community members in identifying issues and problems. Evaluates alternative courses of action to mitigate issues and problems and recommends solutions.
  • Uses technology and digital media to educate and deliver community programs using innovative, best practice methods and current trends.
  • Develops outreach materials and brochures in a variety of methods and languages to reach our culturally diverse community.
  • Conducts public presentations to groups of all sizes.
  • Maintains accurate records and prepares reports related to program activities and expenditures.
  • Participates in the development and tracking of program budgets.
  • Prepares and reviews program specific policies, correspondence, regulations, reports and legislation. Makes program recommendations and/or participates in implementation of program operational changes.
  • Participates on various department, City and community committees and provides timely follows-up to committee assignments.
  • Communicates and regularly meets with internal staff from various units and City departments with regard to community relations activities.


Minimum Qualifications

Education - Graduation from a four-year college or
university in Criminal Justice, English, Public Administration, Mass
Communications, Sociology or a related field. Three years of
increasingly responsible professional experience in crime
prevention, law enforcement, public relations or communications is
desired. A bachelor's degree in a related field may substitute for two
years of experience. Experience working in a public-sector
organization is desirable.

Licenses/Certificates/Special Requirements: This classification
requires the ability to travel independently within and outside City
limits, possession of a Class C California driver's license is required
at time of appointment. Incumbent must be First Aid and CPR
certified by the end of the probation period.
