Under limited supervision of the Executive Director of Parks, Recreation, and Community Outreach, manage Beach and Pocket Parks activities, and all revenue generating at all City Parks facilities; assures public safety and compliance with City safety rules and regulations; recruits, trains, and supervises staff.

Essential duties and responsibilities may include, but are not limited to, the following:
  • Supervises staff; plans, prioritizes and assigns tasks and projects; monitors work; develops staff skills; evaluates performance; provides technical guidance, assistance and training; meets regularly with staff to discuss and resolve workload and technical issues; develops work plans and assures required deadlines are met; reviews work and verifies the accuracy and efficiency of work activities.
  • Assists in the development and implementation of general and capital improvement projects for the Parks Department.
  • Maintains inventory and purchases supplies for concession stand and ticket booth through purchase orders and maintaining reporting on purchase card.
  • Assures cleanliness of Beach and Pocket Parks facilities; assigns cleaning tasks and projects to staff; performs regular checks.
  • Provides customer services and information to guests and visitors; reports and resolves complaints, special requests, safety conditions, security issues, and illegal activities within scope of authority.
  • Performs contract document reviews.
  • Develops, recommends and maintains accurate and current project budgets.
  • Manages cost and quality controls in all project activities.
  • Assists in the development of procedures, policies, record-keeping, and duties as required related to overall administration of projects.
  • Presents critical path or project flow diagrams to Executive Director for review and evaluation.
  • Assists in the reporting of monthly Beach and Pocket Parks progress updates for the City Manager’s Report.
  • Supports the relationship between the City of Galveston and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.
  • Employees may at any time be required to work in order to provide for the safety and well-being of the general public, including the delivery and restoration of vital services, in the event of an emergency.

Knowledge:
  • Project management principles and techniques.
  • Principals of contract management
  • City and other agency processes related to general capital projects and improvements.
  • City organization, operations, policies, and procedures.

  • Principles and practices of state and federal grants and general grants administration.
  • Principles and practices of project management.
  • Principles and practices of program design, development, implementation and evaluation.
  • Business and personal computers, and spreadsheet software applications.
  • Texas local government codes.
  • Business and personal computers, and spreadsheet software applications.

Skill in:
  • Managing situations requiring diplomacy, fairness, firmness and sound judgment.
  • Providing efficient customer service.
  • Understanding and applying City policies and procedures, and applicable federal and state regulations.
  • Establishing and maintaining cooperative working relationships with all levels within the City.

  • Communicating effectively verbally and in writing.


MINIMUM QUALIFICATIONS:

Bachelor’s Degree in Public Administration, Business Administration or a related field; AND three years’ experience in project management, OR an equivalent combination of education and experience. Must have knowledge and experience with CDBG projects.

LICENSE AND CERTIFICATION:
  • Possession of a valid Texas Driver’s License.


PHYSICAL DEMANDS AND WORKING ENVIRONMENT:

Work is performed primarily in a standard office environment with some exposure to an outdoor environment. May have some exposure to dangerous machinery and extreme weather conditions. May be required to lift and carry items weighing up to 5 pounds.
