Job Description

Job Location: This position will be located at MOVERS Project Office Building, 1738 East Elm Street, Jefferson City, MO 65101

The Budget System Administrator administers, maintains, and supports the State of Missouri’s statewide budget system (MOVERS EPM) to ensure accuracy and reliability in the state’s budgeting and financial planning.

Key Responsibilities:

System Administration:
    • Oversee the daily operations and maintenance of the EPM system.
    • Ensure the system’s availability, reliability, and performance meet the needs of the state’s financial planning and reporting requirements.
    • Manage system updates, patches, and upgrades and work with Oracle to resolve issues.
    • Perform regular system maintenance and updates.
User Support and Training:
    • Provide technical support and guidance to EPM users across various state departments.
    • Develop and conduct training sessions for new users and ongoing training for existing users.
    • Create and maintain user manuals, FAQs, and other support documentation.
Data Management:
    • Manage data input, validation, and extraction processes to ensure data integrity and accuracy.
    • Develop and implement procedures for data management and reporting within EPM.
    • Perform regular data audits and reconciliations.
Reporting and Analysis:
    • Generate and distribute regular and ad-hoc reports from EPM to support budgeting and financial analysis.
    • Assist in the development of dashboards and other reporting tools to enhance data visibility and decision-making.
    • Collaborate with financial analysts to interpret data and provide insights for budget planning and management.
System Development and Improvement:
    • Identify and implement enhancements to the EPM system to improve functionality and user experience.
    • Work with implementation consultants and Oracle to customize and configure the system as needed.
    • Participate in the planning and implementation of system projects and initiatives.
Compliance and Security:
    • Ensure compliance with state policies, procedures, and regulations related to budget and financial data management.
    • Maintain and enforce data security protocols to protect sensitive financial information.
    • Monitor system access and usage to detect and prevent unauthorized activities.
Coordination and Communication:
    • Act as the primary liaison between EPM users, Oracle, and implementation consultants.
    • Facilitate communication and collaboration among various stakeholders to address system issues and improvements.
    • Provide regular updates and reports to management on system performance and activities.
Confidentiality:
    • Maintain confidentiality and ensure the secure handling of information between the executive and legislative branches.
    • Implement protocols to prevent unauthorized access and sharing of sensitive data between branches.


  • Bachelor’s degree (preferred) in Information Technology, Business or Public Administration, Finance, or a related field.
  • Experience in system administration, preferably with budgeting or financial systems.
  • Strong technical skills, including proficiency with database management and reporting tools.
  • Strong written and verbal communication and customer service skills.
  • Strong analytical and critical thinking skills.
  • Ability to work independently and as part of a team.
  • Knowledge of state government budgeting processes and regulations is a plus.
