The Missouri Department of Mental Health (DMH) - Human Resources, seeks a Human Resources Specialist to serve as a project lead for efforts in developing consistent practices in the establishment and compensation of our positions across the department. This position will be a part of the Central Office Human Resources team and can be based out of any of our locations within the state of Missouri. Will have the ability to work remotely a portion of the week upon successful completion of the initial onboarding period.

You will be a part of a process improvement effort across the department and will have the ability to lead impactful changes critical to ensuring quality data and consistency from which the department makes critical decisions. You will have the opportunity to work with and assist team members across the state among, providing variety in daily work. You will develop a unique skillset needed for our continuous improvement efforts as we continue to use data for impactful decision-making processes.

  • Regularly pull and analyze reports from the SAM II HR Data Warehouse.
  • Perform detailed reviews of human resource transactions across the department to identify areas of improvement and work closely with local Human Resource (HR) team members to make updates as needed.
  • Communicate with facility HR Offices to problem solve, and provide support in regards to SAM II processing and/or time and leave issues.
  • Serve as a subject matter expert and technical support for the electronic time and leave system utilized among the State Operated Programs - Developmental Disabilities.
  • Utilize reporting mechanisms available to identify and apply shift differentials as applicable via a data file.
  • Communicate and work closely with Central Office payroll to identify and establish best practices to ensure accuracy of employee paychecks.
  • Will participate in and assist with the transition into the state’s new Enterprise Resource Planning system (ERP) referred to as MOVERs.
  • Analyze compensation across the department to include application of shift differentials and other special pay parameters.
  • Assist with the development and enhancement of our workforce dashboards.
  • Participates in other workforce initiatives and special projects related to data analysis, reporting and compensation practices.


Knowledge, skills, abilities required:

    • Experience with HRIS systems such as SAM II, MOVERs, or similar HR and payroll systems.
    • Strong ability to analyze and interpret HR data, including experience with reporting tools and data warehouses.
    • Proficiency in Excel for data analysis, including pivot tables, VLOOKUP, and other advanced functions.
    • Ability to provide technical support and training to HR team members on various systems.
    • High level of accuracy and attention to detail in reviewing HR transactions and payroll data.
    • Strong analytical and problem-solving abilities to resolve HR and payroll issues.
    • Ability to use data to inform decisions and improve HR processes.
    • Ability to communicate complex information clearly and effectively to various stakeholders.
    • Experience working closely with HR teams, payroll departments, and other stakeholders to implement best practices.
    • Experience managing or participating in HR projects and initiatives, particularly those related to system transitions or upgrades.
    • Understanding of compensation analysis, including shift differentials and special pay parameters.


Preferred Qualifications:

  • Bachelor's degree in Human Resources, Business Administration, Data Analytics, Information Systems, or a related field is preferred.
  • 2-5 years of relevant experience in HR data analysis, HRIS (Human Resources Information systems) payroll systems, or related areas.
