Will Consider Transportation Planner.

Under the supervision of the Local Development Review (LDR) Branch Chief (Senior Transportation Planner and Statewide LDR Program Manager), the incumbent is responsible for participating in the development, review, analyses, and implementation of policies, directive, and best practices for the LDR program. With guidance, the incumbent provides statewide program direction, guidance, and training for district and headquarters LDR coordinators and functional unit reviewers. The incumbent participates in consultation with districts on LDR transportation and land use issues relating to current policies, procedures, technical, and legal concerns. The incumbent functions as liaison to various federal and state agencies on topics relating to statewide transportation, land use, permitting, transportation analyses, and procedural issues. As directed, the incumbent oversees and coordinates duties in maintaining, coordinating, collaborating, and problem solving associated with the Geobased Tracking System (GTS), a repository of local development plans, projects, and documents with a geospatial feature; leads a statewide bi-monthly statewide LDR Working Group made up of District and HQ LDR staff; and develops electronic training modules for the Transportation Impact Study Guide. The incumbent works closely with other Caltrans Divisions dealing with difficult and complex technical issues related to the LDR Program. The incumbent provides information with policy implications for LDR to the LDR Branch Chief and Office Chief. The incumbent works on communication, collaboration, coordination and implementation with statewide District staff and functional unit reviewers. The incumbent provides technical assistance and training, and develops related guidance documents. Principal areas of responsibility are: (1) Statewide LDR Program development and district liaison; (2) Inter-agency and inter-district liaison to project coordinators and functional unit reviewers, including Tribal Governments and High Speed Rail Authority; (3) Procedural and document development; (4) Special assignments from the Director’s Office and Agency; (5) Technical analyses; (6) Develop and implement guidance, training, and outreach as it relates to LDR, especially for vehicle miles traveled analysis. The position requires a comprehensive understanding of the California Environmental Quality Act (CEQA) and Planning and Zoning Law, National Environmental Policy Act (NEPA) as well as other statutory, regulatory and technical requirements that relate to the LDR Program and the Department’s authority and responsibilities. The position also requires the ability to clearly communicate and implement timely statewide LDR Program guidance to the District and Headquarters functional units’ staff as well as other LDR related activities as required.

Working Conditions

Position located at 1120 N St Sacramento, Sacramento County.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.
