THE DEPARTMENT:

Fremont Police Department
is the law enforcement agency for the City of Fremont, California. As of 2023, the department consists of over 300 staff, of which more than 200 are sworn personnel, and more than 100 are professional staff. Fremont Police Department was first established under the direction of Chief Richard E. Condon on July 1, 1958. At that time, it was staffed by one Lieutenant, three Sergeants, two investigators, one juvenile officer, 17 patrol officers, a secretary, and a clerk. By the end of 1958, there were a total of 25 officers serving a population of 29,000 people in the City of Fremont. In 1966, Fremont PD grew to 82 officers, serving a population of 88,000. The department continues to grow as demand for services increased. Today, Fremont Police Department is one of the most reputable police agencies in the State, serving the 4th largest city in the Bay Area.

THE OPPORTUNITY:

The City of Fremont is seeking an exceptional leader to join our executive team as a Police Captain. This pivotal role reports directly to the Chief of Police and is one of three Police Captains overseeing key divisions within our department. As a Police Captain, you will have the responsibility to plan, direct, supervise, and coordinate the activities of a specific division or section. Your expertise and leadership will be crucial in providing highly responsible and technical staff assistance.

THE IDEAL CANDIDATE
The ideal candidate is a dynamic and knowledgeable leader, with a deep understanding of modern police administration and law enforcement practices, including organization, functions, responsibilities, procedures, and principles. Essential knowledge areas include:
  • Criminal law, especially citizens' rights, apprehension, arrest, and prosecution of criminals
  • Laws of arrest and rules of evidence
  • Traffic laws, ordinances, regulations, and principles of traffic control
SELECTION PROCESS:

Applications will be screened for minimum qualifications. Applicants meeting the required qualifications may be invited to participate in the examination process.

The Police Captain selection process will consist of the following:

Oral Board Interviews: The oral board interview step is designed to demonstrate the candidate’s knowledge, skills and abilities as they directly relate to this promotional opportunity. This phase of the examination will take approximately 3 hours. Applicants will meet with three (3) oral board panels, all tentatively scheduled for the week of August 26, 2024. ** This timeline is subject to change.

Appointment : Candidates will be considered for appointment from the Eligible List, which has a life of one year, unless sooner exhausted or extended for an additional year. The Eligibility List presented to the Chief of Police will consist of candidates who pass the examination process. The Chief of Police, or designee(s), will conduct departmental interview(s) and will make selection decisions based on examination results, interview results, work history, and factors of merit. Appointment is subject to satisfactory completion of a twelve (12) month probationary period, which is an integral part of the testing process. Performance evaluations conducted during the probationary period will be considered prior to regular appointment.

Responsibilities
  • Supervise the assignment and activities of law enforcement personnel; helps develop departmental goals; ensures division alignment and effort toward achieving such goals.
  • Utilize intelligence to make decisions on strategies department members will use in the prevention of crime and protection of life and property.
  • Participate individually or in conjunction with the Chief of Police in resolving workplace issues related to public sector labor and employment.
  • Determine need for police services or action and assists subordinates in solving problems.
  • Inspect departmental personnel and equipment and see that any deficiencies are corrected; evaluates and mentors subordinates.
  • Take command in the case of emergency or major law enforcement problems.
  • Transmit the policies of the department to subordinate personnel and suggestions of subordinates to the Chief.
  • Confer with the Chief on general departmental policies and procedures and carry out such policies and procedures.
  • Oversee the patrol and investigative work of the Department.
  • Analyze traffic and crime problems and recommend plans, assignments of personnel and equipment and training to meet such problems.
  • Investigate complaints and confer with the Chief on disciplinary actions and problems, laws, ordinances, rules and regulations of the Department.
  • During prolonged and unexpected absences of the Chief, or as assigned, may act for the Chief in his absence.
  • Represent the department at public and ceremonial events.
  • Develop and coordinate new department initiatives.
  • Manage organizational change.
  • Foresee potential changes in law, culture and technology, and help department prepare and adapt accordingly.


Minimum Qualifications

Minimum Qualifications:
Any combination of education and/or experience that would provide the knowledge, skills and abilities
required to perform the essential duties of the job would be qualifying. A typical way to accomplish this
includes:
Education - Graduation from high school or equivalent. Bachelor of Arts, Bachelor of Science, or a Master’s
Degree in Police Science or related field is desired.
Experience: Eight (8) years of police work, at least three (3) years of which must have been in the rank of a
Sergeant or higher, and currently hold the rank of Lieutenant
Licenses/Certificates/Special Requirements:
Possession of a Class C California driver’s license
Must possess an Advanced POST Certificate
