Join our team! Senior Park Rangers strengthen enforcement capabilities and allow for a more consistent presence, enhancing enforcement efforts to ensure public safety. The City of San Clemente is currently looking to hire a qualified individual to fill the Senior Park Ranger position.

Under direction of the Park Ranger Supervisor or higher level staff, the Senior Park Ranger performs enforcement work within the City parks, beaches, public spaces, recreation facilities, trails, properties, and other applicable areas according to pertinent codes, laws, ordinances, and regulations; provides assistance and information to the public in the use of these public spaces; patrols park areas and facilities, including monitoring and reporting incidents and issuing administrative and misdemeanor citations.

DISTINGUISHING CHARACTERISTICS
This is the advanced journey level class of the Park Ranger series. The Senior Park Ranger is responsible for performing the full range of enforcement work within all applicable City properties and areas, in accordance with pertinent codes, laws, ordinances, and regulations. This class differs from the next lower class, Park Ranger, in that the latter is the entry level class in the Park Ranger series.

Essential Functions

Essential and other important functions may include, but are not limited to the following:

  • Monitor activities occurring at City parks, beaches, public spaces, recreation facilities, trails, properties, and other applicable areas to ensure adherence to proper land usage.
  • Enforce the municipal codes of the City of San Clemente within City parks, beaches, trails and other applicable City-owned property or public areas; and writes and issues administrative and misdemeanor citations to members of the public who violate City municipal codes.
  • Enforce City codes or rules pertaining to parking lots associated with City facilities, parks, beaches, trails, and other city-owned properties and issue parking citations.
  • Instruct members of the public to clear or leave park and beach areas, upon closing of such areas; post notices at parks, beaches, and trails; and removes and stores personal property items left within parks, beaches, trails, or other City-owned property or areas.
  • Evaluate any potential incidents or criminal activities and decipher when to report to the appropriate handling department/agency, i.e., Orange County Sheriff’s Department (OCSD), Coastal Animal Services Authority (CASA), Orange County Health Agency (OC Health), etc.
  • Assist local law enforcement personnel or other enforcement agencies to address policy enforcement issues, as required.
  • Interact with the public who have personal property stored/located within the City’s designated Critical Facilities or Critical Use Areas to encourage/facilitate moving from these spaces; and assist with relocating property to restore access, if necessary.
  • Pursuant to the San Clemente Municipal Code, post abandoned/unattended property and if necessary, remove and store the property for 90 days to allow retrieval the by owner(s).
  • Adhere to a regular patrolling schedule to monitor and ensure parks and related facilities are properly maintained and used, including locking, and unlocking facilities and clearing all guests from beaches, parks, and public facilities prior to closing.
  • Meet and greet park visitors and interact with visitors to explain park policies, rules/regulations, procedures, and hours of operation.
  • Respond to, and resolve concerns and problems that arise from park visitors and address neighborhood concerns related to park usages.
  • Assist with special events and programs as needed by providing beach escorts, ensuring permit conditions of approval are followed, etc.
  • Interact with members of the public requesting rentals or reservations of City parks or other areas; and record check-ins and check-outs of requested rentals and reservations.
  • Observe and monitor activities within public properties to ensure that permit holders comply with city-permitted instructions; and interact with permit holders to ensure compliance with rules, regulations, policies, procedures, and instructions.
  • Operate City of San Clemente vehicles.
  • Keep records, logs, and reports of assigned activities.
  • Perform related work as required.


Typical Qualifications

Knowledge of :
  • State and local laws pertaining to search and seizure; and arrest and control techniques.
  • Methods and techniques used to effectively resolve conflicts or handle difficult and conflicting situations.
  • City of San Clemente codes, rules, and regulations governing activities within City parks, beaches, trials, and city-owned properties.
  • Safety practices and precautions pertaining to driving, operating equipment, performing patrol/enforcement work, and performing work outdoors in the field during unpredictable situations.
  • Concepts and terminology pertaining to recreational activities, along with associated City and departmental rules, regulations, policies, and procedures.
  • Basic concepts pertaining to customer service activities.
  • Basic concepts pertaining to park maintenance activities.
  • Concepts and terminology pertaining to recreational activities, along with associated City and departmental rules, regulations, policies, and procedures.
  • Methods and techniques used to effectively resolve conflicts or handle difficult and conflicting situations.
  • Basic concepts and principles pertaining to writing investigative or incident reports including spelling, grammar, and punctuation.
  • The Spanish language (based on assignment).

Ability to :
  • Respond to requests and inquiries from the public.
  • Understand and follow oral and written instructions.
  • Read, understand, apply, convey, explain, interpret, and enforce city codes, laws, rules, and regulations.
  • Prepare and issue citations to persons in an accurate and timely manner.
  • Understand and follow verbal and written instruction and directions.
  • Establish and maintain effective working relationships with those contacted in the course of work; and engage with visitors of City parks or property in a professional manner.
  • Work with a wide range of individuals and build relationships with other City departments/agencies who will be called upon to assist with resolving problems (e.g., Maintenance Services, Orange County Sheriff’s Department, and Coastal Animal Services Authority)
  • Identify actual and potential problems and situations that may involve safety and security concerns, or hazardous conditions, while working outdoors in the field during unpredictable situations; and respond to, and resolve problems and concerns in a diplomatic and tactful manner.
  • Exercise sound judgment and discretion in a variable and unpredictable environment.
  • Maintain accurate records and create accurate and detailed reports.
  • Work independently under minimal or no direct supervision.
  • Wear the approved uniform while on duty and maintain the uniform, as needed.
  • Determine when it is appropriate to wear Personal Protective Equipment (PPE) in the course of their work.
  • Effectively apply rules and regulations governing recreation activities and use of City parks, beaches, trials, and city-owned properties.
  • Operate a City vehicle in a safe, legal, and efficient manner, including adhering to safety guidelines when driving on the beach.
  • Communicate clearly and concisely, both orally and in writing.
  • Communicate in Spanish, based on assignment.

EXPERIENCE AND EDUCATION/TRAINING GUIDELINES

Any combination of experience and education/training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience :
One year of customer service or public contact experience explaining, applying and enforcing rules, regulations, and policies for an agency, company, or organization.

Education/Training :

Equivalent to a high school diploma.

Licenses or Certificates:

Possession of, or ability to obtain, valid California Class C Driver License by time of appointment.

Possession of, or ability to obtain, a PC 832 Certification from the State of California within six (6) months of appointment.

Employees in this job class must meet all requirements to successfully obtain PC 832 Certification from the State of California within six month of appointment.

Positions in the classification work early mornings, nights, evenings, weekends, and holidays as required.

WORKING CONDITIONS

Work Environment :

The primary work environment will take place outdoors within City parks, beaches, trials, and other City-owned indoor and outdoor areas. Work will also take place indoors within an office setting.

The employees in this job class will be exposed to varying weather conditions, uneven terrain, sand, sea, water, and heavy traffic conditions. Employees may interact directly with persons who are upset, uncooperative, argumentative, irate, and/or under the influence of alcohol or other substances. Work may involve exposure to unpleasant sights, odors, loud noises, and large crowds during outdoor events or activities.

Physical Requirements :
  • Work involves frequent and extensive standing and walking within parks, beaches, trails, and other outdoor areas.
  • Work involves moderate lifting, carrying, pushing, and/or pulling of boxes, supplies, equipment, or other items.
  • Work may involve some degree of stooping, kneeling, crouching, and/or crawling.
  • Manual dexterity to operate a computer keyboard and other office equipment, handle files and documents, or operate tools and equipment to perform maintenance and repair work.
  • Hearing and speaking to exchange information in person or on the telephone/cell phone.
  • Visual acuity to see/read documents and computer screens; vision and hearing sufficient to operate vehicles.

Definition:

CalPERS refers to all members that do not fit within the PEPRA definition of a "new member" as "classic members" who are subject to the Public Employees' Retirement Law (PERL). PEPRA allows a member after January 1, 2013, to retain his/her classic member retirement benefit status if the member continues his/her membership in all previous California Public Retirement System(s) by leaving his/her service credit and contributions (if any) on deposit, and the member enters into employment that results in CalPERS membership within six months of separating from the most recent California Public Retirement System. Classic member status also requires the membership date to be on or before December 31, 2012, in a California Public Retirement System in which reciprocity is established.

New Member:

Retirement Formula: 2% @ 62

Definition: A new member is defined in PEPRA as any of the following:
  • A new hire who is brought into CalPERS membership for the first time on or after January 1, 2013, who has no prior membership in any California Public Retirement System.
  • A new hire who is brought into CalPERS membership for the first time on or after January 1, 2013, who has a break in service of greater than six months with another California Public Retirement System that is subject to Reciprocity.
  • A member who first established CalPERS membership prior to January 1, 2013, who is rehired by a different CalPERS employer after a break in service of greater than six months.
