Job Description

THE POSITION

To perform specialized work in either the manufacture and preparation of traffic signs and other City markers, or the painting and application of street striping, markings, and directional lines on street surfaces; and to provide technical and functional guidance to Traffic Workers I/II and Trainees.

DISTINGUISHING CHARACTERISTICS

Work in this class is distinguished from that of the Traffic Worker II class by the specialized skill required to do the work, by the greater independence with which an incumbent is required to perform, and by the responsibility for directing the activities of Traffic Workers during the absence of the Traffic Supervisor.

SUPERVISION RECEIVED AND EXERCISED

General supervision is provided by a higher level Traffic position. Assignments may require the technical and functional supervision of Traffic Worker positions.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Depending upon assignment, duties may include but are not limited to, the following:

- Perform technical and specialized work in fabricating, preparing, and assembling traffic signs and other municipally-used directional or informational markers.
- Operate technical and complex machinery in the striping, marking, and painting of City streets.
- Determine materials, supplies, equipment, and personnel required for each assigned project.
- Assist in layout and planning of street markings, including painting, applying thermoplastic materials, installing raised traffic directional markers, and traffic signs.
- Cut and prepare sign materials such as sheet metals, silk screens, and stencils, according to State and local laws, codes, and specifications.
- Direct and participate in the maintenance and repair of specialized, complex street painting and line making equipment.
- Maintain accurate and up-to-date records on materials and supplies used in the performance of a variety of projects.
- Maintain an inventory of tools, supplies, equipment and materials necessary to perform the work; order supplies as authorized.
- Lead and assist less experienced personnel as required.
- Perform related duties as assigned.

QUALIFICATIONS

Knowledge of:

- State and local laws, codes, statutes, regulations and specifications regarding traffic safety and directional markings and signs.
- Methods, materials, equipment, tools, and techniques used in sign preparation, street marking, and application of raised pavement markers.
- Safe and efficient work practices.
- Paints, lacquers, enamels, thermoplastics, and other materials used in the application of traffic markings on street surfaces.
- Silk screening and reflective processing techniques and materials in the preparation and manufacture of traffic and other municipal signs.

Ability to:

- Layout, plan, and participate in the application and maintenance of traffic safety markings and directional signs.
- Operate, maintain, and repair specialized and complex machinery used in the work.
- Read and interpret blueprints, construction plans, and drawings.
- Understand and carry out oral and written instructions.
- Coordinate, train, and assist less experienced personnel performing related functions.
- Maintain an inventory of supplies, tools, and materials used in the work.
- Keep and maintain accurate and up-to-date records on time and materials used.
- Establish and maintain effective working relationships with others.
- Operate with a significant degree of independence.
- Understand automated maintenance management systems.

Any combination equivalent to experience and education that could
likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:
One year of experience performing duties comparable to those of a Traffic Worker II in the City of Sacramento.

PROOF OF EDUCATION

Should education be used to qualify for this position, then proof of education such as, but not limited to, university/college transcripts and degrees should be submitted with your application and will be required at the time of appointment . Unofficial documents and/or copies are acceptable.

An applicant with a college degree obtained outside the United States must have education records evaluated by a credentials evaluation service. Evaluation of education records will be due at time of appointment.

Special Qualification:

Driver License:
A valid California Class C Driver License is required for appointment to this classification. Appointee must obtain a valid California Class B Driver License during the probationary period. Individuals who fail to obtain the California Class B Driver License will not pass probation. Loss of the Class C and/or B License is a cause for discipline. Individuals who do not meet this requirement due to a physical disability will be considered for accommodation on a case-by-case basis.

Assessment:
If considered for appointment, candidates must pass a pre-employment drug test.

PROBATIONARY PERIOD:

Employees must complete twelve (12) months of probation at a satisfactory performance level prior to gaining permanent status.

2. Training and Experience Exam : (Weighted 100%) - The questions located at the end of the application are the Training and Experience (T&E) Exam. Responses to the T&E questions will be rated and scored. This exam will evaluate the relevance, level, and progression of a candidate's education, training and experience. The exam score will determine your ranking on the eligible list for this job. When completing the T&E questions, please note:

3. Eligibility : Candidates who pass the Training and Experience Test will be placed on the eligible list. The hiring department may contact candidates for interview at any time during the life of the one-year list. Candidate’s eligibility expires one year from the date of notification of a passing score for the Traffic Worker III examination.

4. Screening Committee : (Pass/Fail)- All candidates that pass the examination and are in one of the top three ranks will have their application forwarded to the hiring department for review. The hiring department will select the most competitive applications for further consideration. Human Resources will only evaluate employment applications for the minimum qualifications, as stated on the job announcement, for applications selected by the hiring department.

5. Conditional Hire: Upon receipt of a conditional offer, the selected candidate must complete and pass Live Scan/fingerprinting. If applicable, candidates may also need to pass a pre-employment medical exam, controlled substance and/or alcohol test, and possess any required licensure or certification prior to receiving a start date from the Department. Failure to meet these prerequisites will be grounds for withdrawal of your conditional offer of employment.
