Facilities Contract Services Inspector

Applications will be accepted on Wednesday, July 17, 2024, on a continuous basis until the needs of the department are met and may close as early as 11:59 p.m. (PST), on Wednesday, July 24, 2024.

In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates:

Effective June 27, 2025 - 4.00% increase

Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

This recruitment is being held to establish an eligible list to fill current and future Facilities Contract Services Inspector positions within the Sheriff’s Department. As future vacancies occur throughout the County of Orange, candidates referred to the eligible list will be contacted. This list may also be used to fill positions at a lower level within this occupational series.

ORANGE COUNTY SHERIFF’S DEPARTMENT
The Orange County Sheriff’s Department (OCSD) is a large and multi-faceted law enforcement agency whose five organizational Commands are comprised of 22 separate Divisions. The Research and Development Division (R&D) is among these Divisions. R&D supports the department’s mission by developing and maximizing resources necessary to advance law enforcement objectives and department goals through cost effective, innovative opportunities and partnerships. The division facilitates department-wide construction and maintenance for sheriff’s facilities, manages fleet vehicles, provides grant writing and assistance, procures available state and federal equipment, inventories and issues department equipment, processes uniform needs and conducts research and special projects without compromise to quality, safety or service. THE OPPORTUNITY
R&D’s Facilities Operations Unit has an interesting and challenging opportunity as a Contract Services Inspector to administer the contracts and to inspect the work performed by contractors who provide custodial, grounds keeping, elevator, lighting and minor repairs, and related minor maintenance services not requiring structural skills; to inspect County facilities to identify minor one-time maintenance and repair needs; and to do other work as required.

THE IDEAL CANDIDATE WILL:
  • Inspect County buildings and facilities to determine if custodial, grounds keeping, elevator and lighting maintenance work performed by contractors is of acceptable quality and if it has been performed in accordance with contractual agreements.
  • Notify contractors to discuss unsatisfactory work and obtain corrective action.
  • Estimate costs of correcting unsatisfactory work and takes corrective action.
  • Inspect grounds and buildings for minor maintenance and repair needs and prepares work requests to correct problems.
  • Plan and estimate costs for minor maintenance and repair services (not involving structural skills).
  • Verify contractor invoices submitted for payment by reviewing inspection reports and contract terms to determine that work has been completed in a satisfactory manner and that charges are in compliance with contract terms.
  • Maintain record of inspections and prepares reports of contractor performance.
  • Prepare requisitions to Procurement to obtain bids and assists the Supervising Procurement Contract Specialist to evaluate bidders.

The successful candidate will have considerable experience that’s directly related to the knowledge and abilities listed under the Minimum Qualifications requirements.

SPECIAL QUALIFICATIONS
For positions with the Orange County Sheriff's Department, candidates must pass an extensive background investigation to the satisfaction of the Sheriff's Department. Candidates must not have been convicted of a felony or be on any form of probation. All employment offers are contingent upon successful completion of a thorough background investigation to the satisfaction of the Sheriff's Department.

The background investigation begins with completion of a Personal History Form, interview with a background investigator, a mandatory polygraph examination, and fingerprinting. Some of the areas considered in the background screening include prior convictions, traffic violations, drug use, credit problems, employment history, professional references, and education verification (i.e., degree, license, or official transcripts. Foreign degrees require an evaluation for U.S. equivalency by an agency that is a member of the National Association of Credentials Evaluation Services (N.A.C.E.S.).

RECRUITMENT PROCESS
Sheriff Human Resources screens all application materials to identify qualified candidates based on the minimum and desirable qualifications. After screening, qualified candidates will be referred to the next step in the recruitment process. All candidates will be notified via email of their status in the process.

SELECTION PROCEDURES
Applications must emphasize all the areas in which the applicant has expertise and accomplishments in the specific competencies related to the position.

Structured Oral Interview (Weighted 100%): Candidates will be interviewed and rated by subject matter job knowledge experts. Each candidate's rating will be based on response to a series of structured questions designed to elicit the candidate's qualifications for the job. Only the most successful candidates will be placed on the eligible list.

Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure.

ELIGIBLE LIST
After all procedures have been completed, Sheriff Human Resources will establish an eligible list of qualified candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
