ABOUT THE JOB:
Deschutes County Health Services is currently hiring for an Intellectual and Developmental Disabilities Specialist II. This position performs professional duties as an Adult Abuse Investigator determining if abuse reports meet the criteria for investigation, coordinating protective services and performing abuse/neglect investigations on behalf of adult individuals whose health and or safety may be at risk. All duties performed will be within accordance to the State of Oregon Department of Human Services contracts.

This position requires travel throughout Deschutes, Jefferson and Crook Counties, and occasionally to other parts of the State as needed.

Key Responsibilities:
  • Responsible for receiving, documenting and screening allegations of abuse against adults with intellectual and developmental disabilities to determine if reported allegations meet criteria for abuse investigation.
  • Responsible for assuring protective services are coordinated in response to alleged conditions in order to prevent further abuse or harmful conditions.
  • Responsible for conducting abuse investigations to the standard described by Oregon Department of Human Services, Office of Investigations, Training and Safety (OTIS).
What You Will Bring:
Knowledge of or experience with:
  • Experience in applying administrative rule and state statute to reported conditions to determine whether definitions of abuse apply to those reported conditions.
  • Experience in conducting fact-finding investigations including conducting interviews of witnesses, victims and accused persons collecting and analyzing documentary or physical evidence, and completing technical investigatory reports.
  • The different types of disabilities and the medical, physical, and psychological implications they create.
  • Familiarity with the Center for Medicare and Medicaid Services, and with federal and state regulations and standards for the Department of Health Services Intellectual/Developmental Disabilities program.
Skill in:
  • Ability to complete the responsibilities of the job in a thorough, non-biased and timely fashion.
  • Must exhibit ability to utilize a web-based system (Centralized Abuse Management - CAM) to compile and complete initial reports, investigative conduct and final investigation abuse reports.
  • Evaluate and disseminate rules and regulations as provided by the Department of Health Services Intellectual/Developmental Disabilities program.
  • Maintain a database system of electronic client records.
  • Be flexible and deal with change in a positive manner.
  • Establish and maintain effective working relationships with others and work respectfully with people with disabilities and their families.
  • Work well independently as well as with a variety of people as part of a team.

Compensation

$5,851.99 to $7,842.22 per month for a 172.67 hour work month. Excellent County benefit package when eligible. This union-represented position is available immediately.

Minimum Qualifications

  • Associate's degree in human science, social science, behavioral science, or criminal science;
  • AND four years of human services, law enforcement, or investigative experience;
  • OR any equivalent combination of training, education, and experience that provides the required skills and knowledge to perform the job.
Preference will be given for:
  • Bachelor’s degree in human science, social science, behavioral science, or criminal science; and two years of human services, law enforcement, or investigative experience.
  • Prior experience conducting fact-finding investigations including completing written reports.
  • Prior experience and knowledge of Person Centered Thinking.
  • Familiarity with or knowledge of Oregon Administrative Rules related to Intellectual and Developmental Disability Services.
  • Bilingual in Spanish and English.


Necessary Special Requirements

Driving is a requirement for this position. Possession of or ability to obtain a valid Oregon driver's license within 30 days of hire date. The employment offer will be contingent upon presentation of an acceptable and verifiable driver's license, pre-employment screening for criminal history, driving history, and controlled substances (NOTE: Positive test results for marijuana use may result in rescission of a contingent offer of employment). This screening must be completed with satisfactory findings in order for a formal offer of employment to be extended.

Must have dependable transportation and be able and willing to drive throughout Deschutes County in sometimes adverse weather conditions.

Must have the the ability to pass OTIS Core Competency Test.

Must be willing to work a flexible schedule when necessary, to meet client and department needs.

Must attend trainings periodically to gain or maintain qualifications as an Abuse Investigator.

Computer literacy with strong typing and computer skills required.
