The Project Engineer is responsible for developing, planning, designing, and commissioning construction projects and providing support to the Director of Public Works. The Project Engineer participates in project identification, project integration, development of planning-living cost estimates, review of design deliverables, management of professional services contracts, and monitoring of progress during the construction phase of the project.

Essential Duties and Responsibilities

  • Under general direction of the Director of Public Works & the City Engineer, the Project Engineer will serve as the frontline leader and provide effective direction, control, and management over key engineering functions, including infrastructure and utilities engineering, water & wastewater engineering, floodplain management, transportation engineering, construction management, and development review.
  • Identifies projects; develops project scopes; manages the planning, design, construction and implementation of projects.
  • Direct projects execution, assigns resources to projects, delegates tasks and activities, and monitors implementation schedules for projects.
  • Prepares, seals, and certifies plans and specifications; prepares and/or reviews construction documents, cost estimates, plats, easements; performs and/or reviews hydraulic modeling and analysis of existing and future infrastructure, and other submittals by engineering consultants and internal staff for completeness and correctness.
  • Prepares request for qualifications (RGQs); evaluates interest statement submittals endure effective implementation of professional services contracts; and, negotiates scope, budget, and schedule for professional services contacts.
  • Assesses engineering plans by reviewing engineering plans to verify if they meet City standards, specifications, and policies; and coordinating the review of the plans with other City departments for their input in the review.
  • Prepares right-of-way deeds and easements by securing field data from survey crew; identifying the right-of-way needed; preparing metes and bounds descriptions; signing and sealing the metes and bounds; and submitting papers to the right-of-way agent to be recorded.
  • Manages project coordination for capital improvement projects including design, scope of work, cost estimating, contract administration, budgets, and schedules. Analyzes and interacts with various City departments on the intent of the capital improvement project and project scope.
  • Reviews, develops, and writes scopes of work for design and construction contracts between the City, consultants, and construction contractors.
  • Manages the work of consultants and contractors through the development of project requirements including project strategies, budget, schedule, land acquisitions, permitting requirements and compliance with City policies, procedures, design and construction standards, regulations, and codes.
  • Requests, evaluates, negotiates, and manages consultant proposals, sets project schedules, design review elements, agency coordination, owner reviews, regulatory agency compliance, budgeting considerations in accordance with appropriate engineering standards.
  • Provides technical advice and assistance to other City departments, engineers, architects, and contractors for conformance with City policies and guidelines.
  • Other duties may be assigned.
Supervisory Responsibilities
This position has no supervisory responsibilities.

Education and/or Experience

  • Bachelor’s degree (B. S.) from an accredited four-year college or university in Civil Engineering or a related Engineering field, with 7 to 12 years of related experience
  • OR a Masters/PhD in Civil Engineering or a related Engineering field, with 6-10 years of related experience
Five (5) years minimum of progressively responsible experience in Civil Design, Land Development, H&H Modeling and/or review of municipal engineering projects.

Certificates, Licenses, Registrations

  • Registered as a Professional Engineer (P.E.) in Texas
  • Must have a valid Texas Class C Driver's License
  • Certified Floodplain Manager certification preferred or ability to obtain within one year of hiring.
