THE OPPORTUNITY
As part of the Social Services Agency’s Safety and Emergency Management Team, the Emergency Management Manager will assist in the coordination with all four (4) Social Services Agency divisions on the planning, writing and execution of the SSA Emergency Operations Plan (EOP), including a broad range of complex emergency preparedness and response activities. In addition, the Emergency Manager position will serve as the Mass Care & Shelter Branch Director during an Emergency Operations Center (EOC)/Operational Area (OA) activation.

The responsibilities of the position will also include, but are not limited to the following:

  • Write, update and maintain SSA Emergency Operations Plan(s), annex plans, operational continuity plans and documents, and Standard Operation Procedures in accordance with FEMA’s CPG 101 guidance.
  • Ensure the SSA Department Operations Center (DOC) is maintained for operational readiness adhering to Standardized Emergency Management System (SEMS) / National Incident Management System (NIMS) requirements.
  • Serve as SSA DOC Manager during activations.
  • Develop and facilitate SSA DOC Exercises to maintain the Agency’s SEMS/NIMS compliance and operational readiness, working with contract trainers as appropriate.
  • Conduct DOC general and position specific training for SSA leadership, management, and staff as appropriate.
  • Ensure mandatory all hazards staff training is conducted regularly and maintain SSA SEMS/NIMS training files and records.
  • Maintain DOC Position Binders including regular SEMS/NIMS updates.
  • Maintain SSA Policy Group binders for County EOC responders as needed.
  • Serve as Care & Shelter Branch Director at the County Emergency Operations Center (EOC) as necessary.
  • Maintain SSA DOC, Care & Reception, FAST, Specialized Childcare Teams, and other staffing during activations.
  • Maintain SSA’s Emergency Management mass notification platform Everbridge (Alert SSA and associated call out teams).
  • Supervise SSA Safety Administrator.
  • Perform other work as assigned.

WORK SCHEDULE, LOCATION and PROGRAM ASSIGNMENT
  • The 9/80 flex schedule is available but is not guaranteed due to the needs of the department.
  • There are some assignments that may require shift work, and/or working weekends, and/or holidays.
  • Work schedules will vary depending on program needs or position assignment.
  • Work location and program assignment will vary depending on the needs of the department.
  • Willing to be on-call and able to respond 365 days per year.

DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidate will have four (4) or more years of work experience related to emergency management and possess extensive experience in real-world response and progressive emergency management experience including project management. A Bachelor’s degree or higher in a related field or specialized training, Certified Emergency Manager (CEM), CA Professional Emergency Manager (CA-PEM) is ideal but not required. Mass Care Operations experience is ideal, but not required.

In addition, the ideal candidate will possess extensive knowledge and/or experience in the following core competencies:

Highly Desired Certifications
  • Certificate of Incident Command Systems training 100, 200, 300, 400, 700, and 800 is required
  • Certificate of Standardized Emergency Management System G606 is required
  • International Association of Emergency Managers Associate Emergency Manager® or Certified Emergency Manager® is desirable but not required
  • California Emergency Services Association - Professional Emergency Management (CA-PEM) Certification is desirable but not required
  • WebEOC Administrator, desired but not required
  • Everbridge certification (Mass Notification) desired but not required
Technical Skills and Knowledge of
  • Understanding of emergency management principles, procedures, and protocols
  • Real-world emergency response
  • Incident Command System, the Standardized Emergency Management System and the National Incident Management System
  • Relevant laws, regulations, and standards related to emergency management and public safety
  • Write emergency plans or have professional experience performing within an emergency plan
  • Administer and manage EM systems and programs such as WebEOC and Everbridge
  • Use of emergency management software and communication systems
  • Mass Care operations experience
  • Extensive knowledge and experience in disaster planning
  • Plan and administer exercises in disaster response and recovery
  • Write After Action Reports and Improvement Plans
  • Extensive knowledge in Incident Command System, the Standardized Emergency Management System and the National Incident Management System
  • Understands functions of governmental agencies and their roles pertaining to Cal OSHA occupational safety regulations and standards
  • Knowledge of safety principles, practices and procedures. Demonstrate the ability to develop an effective EM training program. Proficiency using MS Word, Excel, Outlook and PowerPoint

  • Effective collaboration with diverse groups of individuals, including government agencies, community organizations, and the public
  • Relate well to a wide spectrum of personalities to effectively achieve project goals

Emergency Exercise Coordination | Training
