Description

Under general direction, performs complex professional work in safety and risk management, involving workers’ compensation, property and liability insurance and claims, safety assessment, and/or risk mitigation. Collaborates with City departments and vendors to provide support services in the areas of workers’ compensation, property and liability insurance and claims, and/or safety. Serves as a participant on safety committees. Manages and ensures administrative OSHA compliance, including maintaining records of: completed OSHA 300 logs, employees who received mandatory OSHA training, and other reports as required by law. Seeks out training resources, vendors, opportunities and tools. Schedules and coordinates training. Serves as a trainer, as needed, when appropriate. Researches, gathers data and documentation, analyzes data, prepares and/or completes reports. Conducts property inspections, safety audits and accident investigations and documents the findings of each inspection, audit and investigation. Reviews records of injuries to identify trends or commonalities. Reviews claims to determine further action. Manages the City’s list of employees authorized to drive City owned vehicles. Updates the list accordingly, as needed. Reviews all Risk Management invoices and requisitions and enters all pertinent information for payment into the City’s financial system for the Director’s approval. Works with various databases/systems to manage certificates of insurance (COI), track compliance, obtain information from third-party vendors, and/or to accomplish tasks as needed. Reviews department processes and makes recommendations for improvement. Updates policies and procedures as needed.

This is a HMEA union position. The hours of work are 40 per week and the above salary includes 5% in lieu of overtime.

Knowledge, Skills & Abilities

The examination will consist of a rating of your training and experience as contained on your application and may include a written test, an oral test, a performance test or a combination thereof. All parts of the examination, including tests and ratings, will be related to the requirements of the position. The examination is designed to measure the following:

Knowledge of:
  • Connecticut Workers’ Compensation statutes and Connecticut Occupational Safety and Health Act (OSHA) regulations, Federal Workers’ Compensation laws and federal Occupational Safety and Health Act (OSHA) regulations;
  • Principles of workers’ compensation, property and liability insurance and claims life cycle, Health Insurance Portability and Accountability Act of 1996.

Skills in:
  • Communicating effectively with others in a professional and appropriate manner;
  • Interacting with others in an appropriate manner;
  • Recording information accurately;
  • Utilizing Microsoft 365 and Microsoft Office products;
  • Preparing grammatically correct, properly punctuated and well written correspondence and reports.

Ability to:
  • Work with confidential records and issues and use discretion as needed;
  • Comprehend, analyze and interpret documents, insurance policies/endorsements, and federal, state and municipal laws, statutes, and ordinances;
  • Exercise good judgment in managing challenging or stressful situations;
  • Multi-task, plan, prioritize and work independently in order to meet established or statutory deadlines;
  • Use third-party software solutions to manage risk.

Physical Demands and Working Conditions
Work is performed primarily in an office environment with some travel to different sites. Incumbent may be required to work a flexible schedule, including evenings and weekends.

Work is performed primarily in a business office setting involving everyday risks and/or discomforts requiring normal safety precautions. However, site visitation and inspections may entail adverse weather conditions, heights, limited or confined work spaces, and exposure to potential hazards such as dust, asbestos, oils, and lead.

Qualifications

Open to all applicants who meet the following qualifications:

Bachelor’s degree with coursework in safety, risk management, insurance, human resources, business administration, public administration, accounting or closely related field and three (3) years of relevant experience with safety and/or risk activities for: a public entity; a property and casualty insurance carrier, broker, or third-party administrator (TPA); or an employer with a workforce comprised of a substantial number of manual labor positions necessitating a dedicated professional to handle safety and risk activities.

Licenses; Certifications; Special Requirements

Must possess a valid driver’s license.

If selected, you will be required to pass a physical examination administered by a City physician, a drug and alcohol screening, and a background check. If appointed, you will be required to serve three (3) to twelve (12) months of probation.
