Job Description

ABOUT THE POSITION

DEFINITION:
Under general supervision, performs paraprofessional accounting, bookkeeping, auditing, and internal control functions requiring knowledge of basic accounting in relation to utility billing, business licensing, accounts payable, accounts receivable, payroll, general ledger and related fiscal activities; assists customers and performs other related duties as required.

DISTINGUISHING CHARACTERISTICS:
This is the technical level classification serving as a feeder class into the professional Accountant series. This classification is distinguished from Customer Service and general clerical classifications in that the Accounting Specialist performs a wide variety of technical accounting duties in addition to fiscal clerical duties, while the latter classifications perform primarily clerical fiscal and related duties.

ESSENTIAL FUNCTIONS:
The duties listed below represent the various types of work that may be performed. This is not a comprehensive listing of all functions and duties performed by incumbents. Essential duties and responsibilities may include, but are not limited to, the following:

  • Establishes and maintains utility accounts, prepares bills; receives and records payments for utilities, recreation, business license, and all other city related fees; performs cashiering duties and prepares shut off notices.
  • Assists employees, citizens, vendors and the public via telephone, correspondence, or in person by answering questions, routing inquiries, providing directions/documents/receipts, resolving basic complaints, and providing customer service and receptionist assistance.
  • Prepares, collects, compiles and inputs data for preparation of monthly reports, routine, periodic, and special reports for internal use and for other departments as needed.
  • Reviews payment documentation to verify accuracy and completeness of documentation; audits, reconciles and adjusts accounts.
  • Examines invoices, purchase orders, reimbursement requests, petty cash and per diem requests; prepares payments for leases and contracts; enters and posts requisitions; reconciles monthly statements from vendors and banking institutions; researches problem invoices and receipts; reconciles unpaid/paid invoice reports.
  • Processes weekly check runs and post to general ledger; prepares manual checks; requests stop payments for lost/un-cleared checks and re-issue checks; enters void checks into the system; reconciles accounts.
  • Enters accounting and bookkeeping transactions in compliance with all applicable rules, regulations and procedures; performs a variety of accounting and technical duties
  • Maintains a variety of files including W-9 files, vendor lists, disbursement records; payment records; sorts and files bills and receipts; prepares and/or submits 1099 reports, unclaimed property reports, Transaction Privilege Use Tax (TPT-1), and related reports.
  • Tracks City issued Purchasing cards; notifies card users of current monthly charges receives backup and assists in reconciling credit cards statements.
  • Assists in the preparation of the audit of financial statements.
  • May assist with payroll and time sheet management duties.
  • Performs others related duties as assigned.


IDEAL CANDIDATE

Knowledge of:

  • Cash handling, bookkeeping, and accounting policies, procedures, controls, and terminology.
  • Applicable City policies and procedures, codes and ordinances.
  • Automated accounting/word processing/spreadsheet systems and database maintenance.
  • Standard office practices, procedures, and equipment.
  • Basic math and arithmetic functions.

Ability to:
  • Communicate effectively and provide customer service in a professional manner.
  • Process accounting documents and payments accurately and quickly.
  • Use automated information systems to maintain accounting information and perform word processing activities.
  • Apply accounting principles and procedures to work assignments.
  • Analyze situations accurately and adopt an effective solution.
  • Resolve accounting problems related to work assignments.
  • Perform basic mathematical computations using addition, subtraction, multiplication, division, percentages, and averages to solve problems.
  • Understand and explain policies, procedures, rules and/or regulations to employees and the public to provide information.
  • Prioritize and work on multiple tasks.
  • Write clear and concise documents such as letters, memos or other correspondence in order to communicate with other departmental staff, or the general public.
  • Ability to work as part of a team to accomplish common goals.


MINIMUM REQUIREMENTS

Required:
  • An Associate’s degree in Business Administration, Accounting, Finance, Public Administration or closely related area of study.
  • Job related experience may substitute for the required education on year-for-year basis.
  • One (1) year of clerical or technical level accounting/bookkeeping experience with some customer service.
  • A valid Arizona driver’s license at the time of appointment and must be maintained throughout employment.
  • Residency within 25 miles of San Luis and within the US.
  • Ability to pass an extensive background check.

Desired/Preferred:
  • Bilingual in Spanish preferred.
  • San Luis residency.

Work Environment
The employee works in an office environment where the noise level is usually quiet. Certain positions within the classification may require availability to work flexible schedule.
