We have an opening for the position of Recycling Program Supervisor in our Utilities Department/Environmental Programs Division. Under general direction, supervises and coordinates assigned solid waste and recycling programs, with a focus on recycling, organics, waste management and hazardous waste as assigned; coordinates activities with other departments/divisions, outside agencies and the general public; supervises staff and provides highly responsible and complex staff assistance to the Utility Environmental Programs Manager.

Key Responsibilities

The following duties are typical for positions in this classification. A single position in a multi-position classification may not perform all of these duties and/or may perform similar related duties not listed here:

Oversees the organization, staffing and operational activities for solid waste, recycling, waste reduction and other related environmental programs or issues as assigned.

Participates in the development and implementation of goals, objectives, policies and priorities; recommends and implements resulting policies and procedures.

Directs, coordinates and reviews the work plan for assigned Solid Waste and Recycling program services and activities; assigns work activities and projects; monitors work flow; reviews and evaluates work products, methods and procedures; meets with staff to identify and resolve problems.

Plans, organizes, manages, and administers the activities related to compliance with the City's Recycling and Waste Reduction requirements; conducts annual rate analysis; oversees associated contracts; performs outreach and education activities; coordinates with internal city departments; manages collection events; completes annual reporting; administers grants; and manages customer service requests.

Selects, trains, motivates, evaluates or advises Recycling and Waste Reduction Program personnel or staff, whose responsibilities include administering environmental program components; works with employees to review and correct program deficiencies.

Participates in the development and administration of assigned program budget; forecasts funds needed for staffing, materials, programs and supplies; recommends adjustments as necessary.

Oversees and coordinates enforcement programs for ordinances and regulations related to edible food recovery and recycling-related programs; oversees and coordinates technical assistance to businesses with edible food recovery/organics recycling/diversion programs specific to their needs.

Oversees compliance with internal operating procedures, and state and federal regulations related to recycling and waste management; writes and/or edits internal department procedures as necessary to improve practices and ensure compliance and delivery of a high level of customer service.

Provides instruction and training to subordinate staff in the techniques of sampling and inspecting, and applicable laws, codes, ordinances and procedures governing implementation and enforcement of environmental regulations.

Oversees the investigation of problems, complaints and violations of applicable regulations and codes.

Oversees assigned activities with those of other departments and divisions as well as outside agencies and organizations.

Oversees recycling/organics/waste/hazardous waste monitoring and activities; interprets applicable legislation as it applies to the Recycling and Waste Reduction program and other environmental programs.

Oversees the City's recycling/organics/waste/hazardous waste management and other environmental programs as assigned; coordinates referrals to and monitor the response of outside regulatory agencies; provides technical assistance to City departments, divisions and the business community.

Oversees and tracks franchise hauler program compliance; oversees and coordinates fee and rate analysis and customer rate notifications, as required by Prop 218 or other regulations; acts as liaison between franchise waste hauler and City.

Oversees the development of public education materials and programs to inform the public on recycling, waste reduction, and waste management.

Writes and evaluates bid specifications and submissions for professional services contracts; oversees complex projects, including consulting professional staff as necessary.

Attends and participates in professional group meetings; stay abreast of new trends and innovations in the field of environmental compliance; represents the City and division at various meetings and conferences; participates and serves on industry-related committees.

Works with other departments and divisions, and franchise waste hauler to develop and maintain program databases.

Keeps department management apprised of the status of department programs and the department's ability to meet regulatory requirements; monitors and ensures compliance with all applicable laws and regulations.

Organizes and provides data for annual reports and/or on-site regulatory audits; prepares annual compliance reports; communicates with regulatory agencies; prepares complex reports, memos, and correspondence.

Prepares briefings, written reports, and associated correspondence for regulatory agencies, City management, and City Council, as needed. Prepare and present formal and informal presentations to internal staff, external organizations, city council, commissions and boards, and community members.

Performs related duties as required.

Minimum Requirements

Education/Training:

A Bachelor's degree from an accredited college or university with major course work in environmental science, environmental resource conservation, public administration, business administration, or a related field.

Experience:

Four years (full-time equivalent) of responsible program administration experience in environmental science, environmental compliance, resource conservation, waste management, or a related field, including one year of administrative and/or lead supervisory experience. Professional -level experience related to grant-related budget management and planning, developing, administering, and/or implementing public or privarte recycling programs, waste reduction and diversion programs, or other environmental compliance programs is highly desirable.

License or Certificate:

Possession of an appropriate, valid Class C driver’s license.

SELECTION PROCEDURE
