Job Description

General Purpose

Under general supervision, provides lead work guidance and direction to other Payroll staff engaged in performing a variety of highly responsible payroll and other related accounting processes to ensure accurate and timely payment of wages and accrual of benefits to full and part-time classified managers and staff, student employees, confidential personnel, full- and part-time faculty, administrators and others in accordance with legal requirements and sound financial management principles and practices; and performs related duties as assigned.

Essential Duties & Responsibilities

  • Provides input in selecting, training and providing day-to-day lead work guidance and direction to other staff; assigns, schedules and monitors work for completeness, accuracy and conformance with District, department and legal/regulatory requirements and standards; monitors workflow to ensure that mandated deadlines are being met in an optimal manner; provides information, instruction and training on work procedures and technical/legal/regulatory requirements.
  • Provides input to supervisor on employee work performance and behaviors.
  • Performs payroll processes associated with various retirement benefit systems in which employees participate including CalPERS, CalSTRS and PARS; verifies membership eligibility for new hires and employees moving to new positions; enrolls employees in retirement plans and completes forms to be mailed to CalPERS and CalSTRS; verifies payroll deductions during payroll calculation; balances payroll totals to retirement report totals; audits payroll data and makes payroll corrections and adjustments; uploads payroll files to the Fresno County Office of Education by established deadlines; creates vouchers to requests payments by check or ECH.
  • Oversees regular end-of-month payroll processes; ensures data entry of personnel action forms and payroll deduction and other data have been completed and payroll changes has been processed; enrolls new employees into retirement plans; maintains the budget control listing; assists in verifying payroll calculations.
  • Oversees supplemental payroll processes; verifies all paperwork has been received and enters data for new employees including budget and position numbers, tax and benefit plan contributions; resolves any discrepancies with Human Resources; calculates retroactive payments; enters stipend payments; compiles, verifies and uploads spreadsheet data into the payroll system; balances uploaded hours; runs payroll calculation process; processes adjustments.
  • Enters a variety data and deductions into the payroll system, including: tax withholding; deductions for voluntary benefits and union dues; direct deposit information and changes; pay docks, long term disability payments and workers' compensation absences; enters corrections, adjustments, pro-ratings and overrides as required to ensure accurate pay and accruals.
  • Oversees the processing and distribution of all payroll warrants including regular, special, replacement, cancelled and voided as well as direct deposit advances and the issuance of special checks; creates off-cycle checks for missing and incorrect payroll for employees; writes manual checks as required following established procedures.
  • Performs quarterly and annual payroll processes including overseeing the preparation and submission of payroll tax returns; verifies student eligibility for PARS retirement participation; makes adjustments to payroll software.
  • Performs new fiscal year processes; verifies and uploads salary increases for part-time faculty and assists with verifying increases for full-time faculty; verifies and enters longevity and step increases for classified employees; updates retirement plan deductions and union deductions; clears fiscal year totals in the payroll software; compiles data for outside auditors.
  • Performs new calendar year processes including updating tax tables, processing and uploading minimum wage increases and processing any other tax rate increases; assists with W-2 processes; updates and distributes payroll calendars and deadlines.
  • Processes personnel action forms for new hires, position changes and terminations; verifies: calculations; budget, position and job numbers; and other information; codes and enters in the payroll system.
  • Assists internal and external auditors by providing supporting documentation and other information required for audit.
  • May assist Payroll Technicians in the completion of their duties and performs the full range of their functions.
  • Leads processes to implement wage increases for COLA and negotiated contract changes to salaries; runs retroactive calculation processes, resolves software processing problems, audits and corrects retroactive payment information on retirement reports.
  • Serves as an information resource on payroll requirements, procedures and processes; interprets payroll policies and procedures, legal requirements, bargaining unit pay-related provisions and benefits plan provisions; provides accurate and timely information and assistance to internal and external customers including administration, faculty, employees, county offices, other districts and the public; researches and handles daily inquiries from employees on a wide array of technical matters related to payroll; assists departments in analyzing and resolving payroll issues; refers active and retired employees to other appropriate resources as necessary.
OTHER DUTIES
  • Works with staff of Information Technology to prepare for updates to payroll software; works closely Business Systems Analyst to research and find solutions for problems in processing payrolls; works closely with appropriate parties to research and resolve system problems and issues; assists in the development of new procedures.
  • Demonstrates sensitivity to and understanding of historically minoritized groups and participates in professional development activities to increase cultural competency to enhance equity-minded practices within the District.

  • Advanced methods, procedures, best practices, documents and terminology used in payroll processing and recordkeeping.
  • Federal and state laws, regulations, collective bargaining agreements and memorandum of understanding (MOU) provisions applicable to timekeeping, payroll preparation and pay reporting.
  • Paraprofessional accounting methods and practices and associated internal control policies and procedures.
  • Business math.
  • Use and operation of applicable modules of an enterprise accounting and finance system.
  • Federal Privacy Act regulations regarding the release of private employee and student information.
  • Customer service practices and etiquette.
  • Principles and practices of sound business communication including English usage, spelling, grammar and punctuation.
  • Modern office practices, procedures and equipment including appropriate software applications.
  • Safety policies and work practices applicable to the work being performed.
  • Basic principles and practices of employee work guidance and direction.
  • Personnel Commission Rules, Board Policies, Administrative Regulations, Human Resources procedures and collective bargaining agreements.

EDUCATION AND EXPERIENCE
An associate degree in accounting, business or a related field and at least three years of progressively responsible paraprofessional payroll experience; or an equivalent combination of training and experience. Experience in a college or another governmental agency is preferred.

LICENSES, CERTIFICATES AND OTHER REQUIREMENTS
A valid California driver's license and the ability to maintain insurability under the District's vehicle insurance program.
