ASSISTANT DIRECTOR OF ENVIRONMENTAL HEALTH
(Regulatory Compliance Manager)

SALARY INFORMATION

In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates:

Effective June 27, 2025 - 4.0% increase

Salary may be negotiable within the range listed above, based on position requirements and successful candidate’s qualifications, subject to appropriate authorization.

HEALTH CARE AGENCY
The County of Orange , Health Care Agency (HCA) is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual, family and community health. Under the leadership of the Agency Director, a dynamic executive team with an organizational structure comprised of five (5) service areas - Administrative Services, Behavioral Health Services, Correctional Health Services, Public Health Services, and Specialized Medical Services is committed to meeting the health needs of the diverse Orange County community.

ENVIRONMENTAL HEALTH DIVISION
The Environmental Health Division is comprised of multiple programs aimed toward protecting the health and safety of Orange County residents and visitors from harmful conditions in the environment. Staff enforce laws and regulations and emphasize education to assist businesses and communities with creating and maintaining healthy and safe communities. Environmental Health programs include Food and Pool Safety, Hazardous Materials Surveillance and Mitigation, Solid Waste, Medical Waste, Body Art, Water Quality and Ocean Water Protection.

THE OPPORTUNITY
Reporting to the Director of Environmental Health Services of Public Health Services and Health Care Agency Health Officer (HO), the Assistant Director of Environmental Health will manage and oversee various programs and staffing resources.
The position requires a high-energy person with strong leadership skills and outstanding interpersonal and communication skills.

As the Assistant Director over Environmental Health Services, the incumbent will:
  • Oversee day to day operations of division programs and provides guidance to direct reports through regular supervisory meetings
  • Establish division wide goals and conduct ongoing program evaluations to assure goals are met
  • Coordinate budgeting, strategic financial planning, and manage the preparation of Division budget and fee schedules
  • Interact extensively and develop effective positive working relationships with elected officials, the media, county and city management, and officials from Federal, State and other governmental agencies
  • Set performance objectives for division programs and oversees various IT management information systems
  • Provide clear, direct and timely feedback to staff in an open accessible environment
  • Prepare Staff Performance Evaluations and provide coaching and feedback
  • Manage various types of government grants and contracts

DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidate will possess a bachelor's degree or higher in Public Health, Environmental Health, or in a related field. Additionally, the ideal candidate will possess five (5) years of progressively increasing levels of successful leadership experience in an Environmental Health or related program. Furthermore, the ideal candidate will possess one (1) year of experience managing supervisory staff with oversight of multiple environmental programs.

In addition to the above, the ideal candidate will possess the following:

  • Extensive knowledge of public health programs and requirements as well as possessing a public safety background
  • Thorough knowledge of interpreting statutes, regulations, policies, and Division goals
  • Knowledge of information technology process and database systems used for measuring productivity and providing the public with consumer information
  • Ability to properly assess public health situations and provide the appropriate response
Leadership | Supervisory Skills
  • Ability to effectively lead a high-performing, results-oriented team in achieving organizational goals, while skillfully managing competing needs and objectives
  • Leadership skills to manage the performance of staff to enhance the team
  • Ability to empower staff to achieve short and long-term goals
Oral | Written Communication Skills
  • Ability to provide complex information and requests in a clear, concise, logical, and persuasive manner both orally and in writing
  • Ability to work and communicate with various levels of an organization
  • Provide effective communication to staff and management, both verbally and in writing
Relationship Building | Interpersonal Skills
  • Collaboratively work with other supervisors and managers to meet Division goals and objectives
  • Ability to interact with elected officials, agency and county management, a variety of public and private organizations, city, state, and federal agencies, business owners, as well as academic institutions, County Counsel, District Attorney, and the general public and media
Strategic Planning | Organizational Skills
  • Understands the process of fiscal and revenue planning and management within a governmental setting
  • Ability to efficiently and effectively plan and manage the preparation, submittal and approval of organizational budgets and fee schedules
  • Ability to obtain and manage program grants and contracts
  • Knowledge of assessing staffing needs and the appropriate allocation of resources
SPECIAL QUALIFICATIONS
Possession of a valid certificate as a Registered Environmental Health Specialist (REHS) issued by the State of California is required.

RECRUITMENT PROCESS

Structured Oral interview (Weighted 100%)
Applicants will be interviewed and rated by a panel of Subject Matter Experts (SMEs). Each applicant's rating will be based on responses to a series of structured questions designed to elicit the applicant's qualifications for the job.

Once the assessments have been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
