TPWD MISSION

To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

GENERAL DESCRIPTION

PLEASE NOTE: The salary listed on this posting will receive a 5% legislative appropriated increase effective 9/1/2024.

NOTE: Posting open to TPWD Law Enforcement employees only.

Under the direction of the Chief of Support Services, this position performs wildlife, conservation, and natural resources enforcement work, including, responsible for planning, coordinating, and evaluating statewide law enforcement programs for Wildlife Enforcement, Fisheries Enforcement, and Water Safety Enforcement. Provides direct supervision to the Wildlife Law Administrator (Assistant Commander), Fisheries Law Administrator (Assistant Commander), Boating Law Administrator (Assistant Commander), and their programs and staff. Provides direct supervision to the Law Enforcement Communications (dispatch) supervisor and is responsible for the police communications program. Provides guidance, leadership, and supervision to employees assigned to the Law Enforcement Division while maintaining and fostering open communication and requesting input. Represents the Colonel, Lieutenant Colonel, and Chief of Support Services when assigned, in meetings that formulate law enforcement procedures or affect Divisional programs or policy including professional standards and accreditation programs. Supervises and coordinates the Division's Legislative process with input from field operations, special operations, the Game Warden Training Center, and headquarters. Reviews and proofs statutes, regulations, policies, procedures, and programs. Coordinates the Division's rule making process with input from other TPWD Divisions, field operations, special operations, the Game Warden Training Center, headquarters, and stakeholders to ensure that all deadlines are met and enacted legislation and adopted regulations are accurate and distributed appropriately.

Coordinates with the EO including Intergovernmental Affairs, the Division, and other divisions, regarding Legislative updates, inquires, testimony, and site visits. Represents the Division at the Texas Legislature and TPWD Commission meetings as a resource witness. Coordinates with the Communications Division, field operations, special operations, the Game Warden Training Center, and headquarters on statewide press releases, media inquiries, and media related responses. Responsible for coordinating the completion of annual Division reporting requirements. Works with field and headquarters staff to coordinate the Law Enforcement Awards process. Responsible for the Chaplain program including direct supervision of the lead chaplain. Assists in planning and monitoring future law enforcement procedures including the Divisional and Agency strategic plans and Divisional policy. Maintains open communication. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division, and Branch rules, regulations, and procedures.

Qualifications:

MINIMUM QUALIFICATIONS

Education:

Graduation from an accredited college or university with a Bachelor's degree;

Graduation from the Texas Game Warden Training Academy.

Experience:

Must have four (4) years of experience at the rank of Lieutenant or above, or two (2) years as Captain or Assistant Commander.

Licensure:

Must possess and maintain a valid class "C" Texas driver's license;

Commissioned as a Texas Game Warden by the Texas Parks and Wildlife Department;

Must possess a current license as a peace officer by the Texas Commission on Law Enforcement (TCOLE).

NOTE: Retention of position contingent upon obtaining and maintaining required licenses.

ACCEPTABLE SUBSTITUTIONS

Education:

One additional year of the required experience as a Texas Game Warden may substitute for 30 hours of the required education, with a maximum substitution of 120 hours.



KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of department hiring, promoting, transferring, and disciplinary action policies and procedures;

Knowledge of state and federal statutes and regulations related to wildlife and natural resource enforcement, the Texas Penal Code, the Texas Code of Criminal Procedure and TPWD policies and procedures;

Knowledge of statutes, proclamations, regulations and policies related to the enforcement of all provisions of the Texas Penal Code, the Code of Criminal Procedure, the Texas Parks and Wildlife Code, and all regulatory acts adopted under the authority of the Parks and Wildlife Code regarding fisheries resources, game animal resources, game bird resources, non-game resources, furbearing resources and provisions of the Texas Water Safety Act;

Skill in using MS Word, Excel and Outlook;

Skill in effective verbal and written communication;

Skill in assessing training and development needs of subordinate staff, and coordinating or providing training to meet those needs;

Skill in assessing administrative problems and arriving at and implementing appropriate solutions;

Ability to coordinate, monitor and analyze the effectiveness of law enforcement programs, activities and operations;

Ability to provide knowledgeable and accurate guidance and leadership to personnel;

Ability to effectively manage a budget;

Ability to supervise personnel regarding reports and other required paperwork being established within timeframes and according to the Department procedures;

Ability to conduct work activities in accordance with TPWD safety program.

WORKING CONDITIONS

Required to reside within 50 air miles of TPWD Headquarters;

Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday:

Required to work overtime as necessary;

Required to use appropriate safety procedures and equipment;

Required to meet annual qualifications with Firearms and Law Enforcement Tools along with TCOLE training requirements;

Required to operate a State vehicle;

Required to travel 15% with possible overnight stays;

Must conform to TPWD dress and grooming standards, work rules and safety procedures;

Non-smoking environment in State buildings and vehicles.
