Job Description

Full-time position available with the Housing & Community Development Department, Local Initiatives Division, located at 414 E 12th St.
Salary Range: $6,489-$9,734/Month
Normal Work Days/Hours: Monday-Friday 8:00a.m.-5:00p.m.

Responsibilities

  • Manages the Affordable Housing Trust Fund, and Central City Economic Development sales tax programs.
  • Provides leadership support for all tenant services and the Right to Counsel program.
  • Identifies training and development needs within the division through job analysis, appraisal schemes and regular consultation with division staff and front-line workforce, coordinates directly with department Training Administrator.
  • Manages and updates division training plans and training schedules, coordinates directly with department Training Administrator.
  • Creates and maintains process to track and record divisional data and program information.
  • Creates and maintain Standard Operating Procedures for all programs, processes, and policies of the division.
  • Assists in the implementation of new programs for the division and department.
  • Provides support for HR functions working closely with the Training Administrator.
  • Directs the development and implementation of goals, objectives, policies, procedures, and work standards for assigned division.
  • Develops and monitors the division's budget and oversees financial well-being of the division by managing revenue, analyzing cost effectiveness, and directing cost control activities.
  • Prepares, submits, and justifies budget enhancement requests to the Director or their designee.
  • Prepares and recommends amendments to and revisions of related codes and ordinances.
  • Underwrites highly complex projects for single family and multi-family developments and community development projects.
  • Promotes and maintains effective working relationships with interested industry groups, neighborhood groups, property owners, and other stakeholders.
  • Submits detailed written reports, makes recommendations, and implements plan of action to completely utilize the legal system and/or alternative resources to implement division and department goals.
  • Integrates multiple sources of information and data into clear and concise reports and presentations.
  • Builds and maintains relationships with all departments, neighborhoods, non-profit organizations, and representatives of community businesses.
  • Performs related duties as required.



Qualifications

REQUIRES an accredited Bachelor's degree in public or business administration, law, finance/accounting, public affairs/policy, urban planning, public health, or human services and 5 (OR an accredited Master's degre in the mentioned fields and 3) years of experience working on federal or local housing services and programs; community or economic development; real estate; or human/social services programs with 2 years of supervisory experience; OR an equivalent combination of qualifying education and experience, including 2 years of supervisory experience. Preference given to candidates with Legal or Education experience.

Unless otherwise specified, an accredited degree must be obtained from a college or university listed with the U.S. Department of Education and recognized by the U.S. Secretary of Education.
For positions with a salary grade of EX6 or higher that require an accredited degree, qualifying professional experience must be obtained AFTER the accredited degree is obtained.
Successful completion of a pre-employment criminal history/background check is required for all positions. Some positions require a post offer drug screen and/or physical.

If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
