Position Description

Supervise, train and coordinate the activities of employees engaged in the repair and maintenance of all Solid Waste and Recycling equipment including generating specifications for equipment, supplies, materials and services.

Work Location: This position currently works on-site only.

Job Duties and Responsibilities

• Supervise and instruct shop employees in the repair, servicing, maintenance and modification of all equipment used in the Solid Waste and Recycling Division in a timely and cost effective manner.
• Maintain personnel records for equipment personnel including training, performance, annual reviews, discipline, etc. to effectively manage the work force and comply with contract and City policy.
• Review, modify and or write price agreement bids for the division to ensure that the City is purchasing goods and services at the lowest possible price.
• Coordinate use and preparedness of the division's equipment with the Director, Dispatch and Foremen to ensure work readiness at the beginning of the shift.
• Oversee and coordinate building and site repairs, recommend improvements to the Director, and maintain proper electronic and paper documentation to provide a safe work environment and minimize operating and capital cost.
• Maintain records, files and reports on weight permits and Minnesota DOT Licenses and records for all equipment to ensure daily operations.
• Continually analyze all aspects of shop operations, i.e., fuel, trucks, collection equipment; research of new products for garbage collection and recycling operations in order to streamline and expand department capabilities.
• Research, draw up plans/drawings and write bid specification, oversee procurement for equipment, vehicles, tools and fabrications used in all division collection activities.
• Assist the Director with budget preparations and costs of fleet maintenance, capital purchases, and distribution services and monitor monthly expenditures to ensure budget compliance.
• In consultation with the Director and/or General Foreman, establish and enforce work rules, resolve employee interpersonal problems, investigate accidents and complaints, make recommendations and enforce disciplinary procedures and policies.
• Monitor and direct problem material disposal operations providing advice and guidance to facilitate disposal for both Solid Waste and Recycling and MRI.
• Authorize all work performed by outside vendors and evaluate and maintain records of vendor performance and ensure compliance with warranties and price agreements.
• Communicate with Dispatchers, Supervisors, customers, vendors, employees and other City departments to share information, resolve complaints, service requests and program changes daily.
• Review, establish and instruct weekly and yearly accident and abuse training; and instruct and tutor on equipment operations, equipment safety, MN D.O.T. regulations and department policies and regulations.
• Conduct and oversee yearly inventory of all vehicles, supplies, tools, carts and parts and prepare inventory records and coordinate audits and inspections with the State Auditor to adhere to all City, State and Federal regulations.

Required Qualifications

Minimum Education:
Post High School training in Equipment Repair and Maintenance or equivalent

Minimum Experience:
Five years of well rounded experience in solid waste and recycling, which has included supervisory experience and bid writing experience

Equivalency
An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Licenses/Certifications:
Class B Commercial Drivers License

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (80%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Background Check
The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Drug and Alcohol Testing
All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one month after it has been established.
