About our opportunity

We are excited to hire a full-time, non-exempt Parks Maintenance Superintendent to join our team within the Parks and Recreation Department, Catawba Bend Preserve Park. You will be responsible to plan, coordinate, supervise, and perform multiple skilled trades associated with the repair and maintenance of multiple County owned Parks and Recreation facilities and grounds, to ensure that Park facilities and grounds remain safe, clean, well maintained and accessible to the general public.


Projected Salary Range:
$27.06 - $33.82 per hour. Salary is dependent on experience and education.

Duties and Responsibilities:
  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Performs general grounds maintenance work, including but not limited to installing landscape materials, mowing grass, bush-hogging, planting, tree/shrub maintenance, trimming, applying pesticides and herbicides, litter control, raking leaves and refuse, and removing debris.
  • Inspects, troubleshoots and maintains Park facilities; including, but not limited to HVAC systems, electrical systems, plumbing systems, carpentry work, painting, and preventative maintenance.
  • Develops short- and long-range planning, maintenance standards, and schedules, including the procurement of goods and services and inventory control.
  • May Perform routine custodial work, including cleaning and sanitizing restrooms, removing trash, stocking restroom supplies.
  • Assists in the planning and preparation of park events, including maintenance and cleaning oversight during events that may be held after hours or on weekends.
  • Serves as an onsite project manager for contracted maintenance and capital projects.
  • Prepares and administers the department budget; procures goods and services as needed; collects, receipts, and records various fees and other payments; prepares deposits; prepares related budget and financial reports.
  • Responds 24/7 to emergency maintenance related calls, which requires the ability to drive a vehicle.
  • Assists other Public Works departments in the construction or trails, roads, drainage features, or any other civil construction project.
  • Performs related work as assigned.


About you

Education and Experience Requirements:
  • Bachelor’s Degree in Parks and Recreation, Recreation Management, Construction Management or related degree.
  • Six (6) years of experience in construction or facilities management, skilled trades or related field or an equivalent combination of education, training and experience.

Certifications and Licenses:

  • Valid driver’s license is required.
  • CPR certification, First Aid Certification, BBP certification, AED Certification required.
  • Non-Commercial Pesticide Applicator license, Aerial boom lift, and forklift.
  • HVAC, Plumbing, Electrical, and heavy equipment preferred.
  • Certified Parks and Recreational Professional preferred.

Longevity Allowance
Full-time regular county employees, elected officials, appointed officials, and judges with ten or more years of full time continuous governmental service are eligible to receive a monthly longevity allowance in addition to their regular compensation. Continuous service transferred from employment with another county, municipality, state or a political entity created by the State may contribute toward eligibility for the longevity allowance. Longevity allowances are paid according to the following schedule.

Annual Leave
Probationary and regular full-time county employees that work at least twenty (20) hours per week accrue annual leave with pay. Employees in their new hire six (6) month probationary period shall not be able to use annual leave until they become regular county employees. Employees who are separating from county service shall be paid for all accrued, unused annual leave up to 360 hours provided they give York County as the employer the proper notice as required. Employees in their six (6) month New Hire probationary period who are terminated or separated from employment shall not be paid for accrued annual leave. The maximum amount of annual leave carried into each calendar year is 360 hours.

Earning Rate for Full-Time Employees
Full-time employees with less than ten years of continuous service earn at the rate of eight hours of paid annual leave for each month of service during a twelve months period. Full-time employees with at least ten years, but less than twenty years of continuous service will earn at the rate of ten (10) hours of paid annual leave for each month of service during a twelve month period. Full-time employees with twenty or more years of service will earn at the rate of twelve (12) hours of paid annual leave for each month of service during a twelve (12) months period.

Sick Leave
Full-time county employees may be entitled to earn sick leave with pay. Employees may accrue up to 1,440 hours of sick leave. Upon termination of employment with the County, employees may not be reimbursed for any unused sick leave. When a paid holiday occurs while an employee is on sick leave with pay, the day may not be charged as sick leave.

Earning Rate of Sick Leave
Full time employees will earn eight hours of sick leave per month of service during a twelve month period.

Training:
Quality training and educational programs are available at various times for county employees in order to support workforce development that is consistent with organizational objectives. Training topics may include driver training, CPR/first aid, communication, supervisor training, workplace violence, substance abuse, and various computer related classes.
