Position available with the City Manager's Office, City Communications located at 414 E 12th St
$6,489-$9,734/month
Normal Work Days/Hours: Monday-Friday, 8a-5pm

Responsibilities

The Language Access Manager is responsible for the division's strategic direction and for ensuring compliance with the City's ordinance and internal policy around Language Access, which ensure residents are not excluded from local government services and resources because of communication needs. The Manager will have direct responsibility for the organization, administration, and operation of the division, and potential vendors hired to provide sufficient and culturally competent translation and interpretation services and assistive technology.

Key Responsibilities:
Directly supervise Office of Language Access Staff.
Create and advocate for policies that increase language access across the City.
Advise city leadership on accessibility for citywide programs, neighborhood events and vital information & documents.
Align strategies and plans for accessible communication throughout all city departments.
Partner with community leaders to discuss and implement areas of improvement around language access.
Oversee compliance with the City's Comprehensive and Equitable Language Access Plan (CELAP) and ordinance.
Review and approve community guidelines for translations and interpretation.
Develop a vetting process for language service vendors and ensure the quality and cultural competency of interpretation interactions and document translation.
Provide annual reports and updates on the progress of language access initiatives.


Qualifications

Preferred qualifications include a Bachelor's Degree in Ethnic Studies, Cultural Linguistics, Public Administration, Language Studies/Foreign Languages, Communications, Human Resources, Social Services, Law, or a related field. Additionally, priority candidates should be multilingual and/or possess certification as an interpreter or translator. A Master's Degree is preferred, along with substantial experience in implementing initiatives and programs within complex workplace systems. Applicants should have a minimum of five (5) years of full-time experience in language services; equivalent experience may be considered.

Positions requiring a high school diploma/GED certificate must be obtained from a school/program accredited by the Department of Education and recognized by the U.S. Secretary of Education.

The minimum education requirement for positions that allow for experience equivalency for an accredited degree is a high school diploma. Unless otherwise specified, an accredited degree must be obtained from a college or university listed with the U.S. Department of Education and recognized by the U.S. Secretary of Education.
For positions with a salary grade of EX6 or higher that require an accredited degree, qualifying professional experience must be obtained AFTER the accredited degree is obtained.
Successful completion of a pre-employment criminal history/background check is required for all positions. Some positions require a post offer drug screen and/or physical.

If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
