Job Summary/ Objective:

The position will primarily be responsible for managing a key economic development project, Rivanna Futures, which includes elements of land planning and development, grants, partnership agreements, and other economic development tools, in coordination with staff across the organization. This is a part-time, temporary position with an expectation of 20 hours per week at the direction of the Economic Development Director.

Essential Functions:
  • Performs project management responsibilities for multiple interrelated lines of efforts that support the County’s highest priority objectives, including project schedule, budget and quality through project initiation, design, procurement, execution/implementation, grant administration and reporting, and close out. Projects may require public input, multiple process teams, multiple groups of project stakeholders and potentially multiple contracts.
  • Collects and communicates relevant project information to leaders, process owners and project stakeholders through regular reporting, both in meetings and in written updates; develops and administers a schedule and budget using appropriate software to schedule activities, identify critical paths and required resources, and takes the lead role in weekly reporting to ensure objectives are implemented on time and within budget.
  • Coordinates, advises and assists departments in the preparation of project plans, focus groups, stakeholder groups; drives collaboration between related departments and functions.
  • Facilitates multiple departmental or cross-departmental teams, tracking work plans of team members and balancing competing priorities.
  • May serve as the internal project spokesperson on behalf of the County or prepare Executive Board Reports as required for executive board and Board of Supervisor meetings.
  • Demonstrates and follows the Albemarle County Pillars of High Performance as all County employees are stakeholders, who share leadership, ownership, and responsibility for the County's vision, mission, core values, and strategic goals.
  • Performs other duties as required.

Competency: Knowledge/ Skills/Abilities:
  • Analytical skills and problem-solving capabilities.
  • Use a variety of software packages including word processing, presentation, and spreadsheet programs, database programs, and MS Project.
  • Ability to communicate effectively, both orally and in writing, and to express ideas clearly and concisely to both individuals and groups, and in public. Strong presentation and meeting facilitation skills.
  • Professional-level writing skills appropriate for correspondence, reports, action plans and responses to various County sources, outside agencies and the public.
  • Thorough knowledge of and experience with terminology, practices and techniques of strategic planning and project management.
  • Experience developing project budgets and schedules, including the critical path method (CPM).
  • Ability to firmly resolve conflict and inspire teamwork.

Required Education and Experience:
  • Any combination of education and experience equivalent to graduation from an accredited college or university with a Bachelor's degree including course work in project management, analytics, communication, and/or business process reengineering.
  • At least five years of related experience including experience in consulting, project management and leadership, and analysis, preferably in the public sector and/or in local government.
  • Minimum of five (5) years’ experience in project management.
  • Possession of a valid driver's license issued by the Commonwealth of Virginia. This position is required to drive and must meet eligibility requirements of the County’s safe driver policy.

Preferred Qualifications/Certifications:
  • Experience supporting land planning and development in a campus environment.
  • Experience collaborating with federal and state agencies.
  • Knowledge and experience in intelligence and national security.
  • Experience working with cross-functional teams.

Remote Work:

This position is eligible for a hybrid remote work schedule that is in compliance with the County’s Remote Work Policy and meets the operational and service needs for the position. All County staff must maintain residence within the Commonwealth of Virginia.

Salary Range:

The hiring range for this position is $39.64 - $43.81 Starting offer is based on applicable education beyond minimum requirements and internal equity. This is a temporary, part-time, FLSA non-exempt position. It is not eligible to receive County benefits. Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy, §P-60.
