Job Description

The Tulare County Health & Human Services Agency is currently recruiting for a Child Welfare Services (CWS) Manager. The currently available position will oversee programs within the Child Welfare Offices. This recruitment will establish an employment list to fill immediate and future vacancies throughout the CWS division.This position will develop policies and procedures and plan, direct, organize, and evaluate CWS programs. The management functions of this position involve making significant decisions that have actual or potential impact on the safety, permanency, and well-being of CWS clients.

Tulare County CWS has the task of protecting abused and neglected children within the county. To accomplish this mission, collaboration with multiple agencies is required. CWS strives to impact children’s welfare in a positive way. The division relies on several organizations within the community to help determine and facilitate the most beneficial course of action for children and their families. Whether providing therapeutic services to parents or children or offering parenting programs and other resources to strengthen families, community organizations are an integral part of accomplishing CWS’s mission.

Typical Duties

Key Responsibilities
  • Establish goals, objectives, and standards in regard to work performance and quality, in compliance with direction provided by CWS or HHSA upper-level management; communicate such goals, objectives, and standards to employees.
  • Respond to significant concerns or issues pertaining to CWS clients, cases, and incidents; identify and assess potential risks regarding such cases; make or approve decisions pertaining to complex, difficult, and sensitive issues with CWS cases, some of which may have media exposure.
  • Perform, direct, develop, and supervise quality assurance activities; identify trends; develop and implement quality improvement activities.
  • May be asked to attend and represent CWS at community events and CWS functions.
  • Demonstrate interpersonal, public presentation, and written communication skills.
  • Act as a liaison, exchange information with HHSA employees and other County departments, community representatives and leaders, State employees, law enforcement representatives, and representatives of other outside agencies.
  • This position requires traveling within and outside Tulare County.

Candidates must meet the qualifications listed below by the application deadline .
  • Bachelor’s degree in social work, health and human services, social science, behavioral science, or a closely related field is required.
  • Three (3) years of increasingly responsible experience in CWS performing duties equivalent to a Social Services Worker III-CWS or Team Lead in Tulare County, including at least three (3) years of supervision.


Desirable Qualifications

  • A master’s degree in social work, health and human services, social science, behavioral science, or a closely related field.

Conditions of Employment

  • Possession of, or ability to obtain, an appropriate, valid California driver's license. The selected candidate will be required to pass a pre-employment drug and alcohol screening; furthermore, a background investigation may be conducted. Some job classes may also require a physical examination.

Retirement : The retirement plan is a defined benefit plan administered pursuant to the 1937 Act County Employees Retirement Act and integrated with Social Security. In addition to ordinary retirement benefits, the plan provides disability and death benefits. Retirement contributions are made by both the County and the employee. The County has reciprocity with the State of California, contracting PERS agencies, and all County 1937 Act Retirement Systems.

Paid Holiday Leave : 12 set days and 1 personal holiday.

Vacation Accrual :
2 weeks per year (0-3 years of service)
3 weeks per year (3-7 years of service)
4 weeks per year (7-11 years of service)
5 weeks per year (11+ years of service)
Limit of 300 hours.

FLSA exempt employees accrue an additional 5 days of vacation per year.

Sick Leave Accrual : 12 days per year with unlimited accumulation, 48 hours of which may be used toward family sick leave.

Group Term Life Insurance and AD&D: $10,000; Provided by Standard Insurance Company.

Long Term Disability Insurance: A Long Term Disability plan is provided. This provides financial protection for you by paying a portion of your income while you are disabled.

Employees are covered by State Disability Insurance. The premium is paid by the employee.

Deferred Compensation : A voluntary deferred compensation plan is available.
