This position will be located at the Lewis and Clark State Office Building, 1101 Riverside Drive, Jefferson City, Missouri 65101.

  • Oversight and management of Accountants who perform highly complex accounting duties.
  • Ensure financial transactions are processed in accordance with internal controls, applicable Governmental Accounting Standards Board statements and federal and state guidance on program administration to ensure the integrity of the State Revolving Fund (SRF) programs.
  • Prepare the SRF annual reports, which involves overseeing the preparation of financial statements.
  • Lead, prepare and review financial information required to support bond sales through the Environmental Improvement and Energy Resources Authority (EIERA) for the SRF programs. Includes both bond refunding’s and bonds to raise new funds.
  • Prepare financial planning models to explore new loan types/scenarios and look for innovative ways to maximize use and benefits of the SRF funds. Prepare financial forecasts to ensure the program will remain for perpetuity.
  • Review and recommend approval of loan applicants based on the applicant’s financial position.
  • Oversee and lead coordination of audits and program financial reviews. Includes coordination with the State Auditor’s Office, independent auditors, and the Environmental Protection Agency (EPA).
  • Assist the FAC Director in policy development and implementation for FAC funding programs.
  • Coordination with diverse internal and external stakeholders including Division of Administrative Support, Division of Environmental Quality administrative staff, UMB Bank, EIERA, EPA, bond counsel, individual communities, and municipal financial advisors.
  • Assist in the preparation of FAC budgets, new decision items and legislative fiscal notes.


To be successful in this position, a candidate will need the following skills:

  • Financial Analysis : Knowledge of the principles, methods, and techniques of financial analysis, forecasting, and modeling to interpret quantitative and qualitative data; includes data modeling, earned value management, and evaluating key financial indicators, trends, and historical data.
  • Team Building : Inspires and fosters team commitment, spirit, pride, and trust. Facilitates cooperation and motivates team members to accomplish group goals.
  • Accounting Operations : Knowledge of general ledger accounting and the control/subsidiary account relationships and reconciliation techniques, including accounts receivable, accounts payable, and disbursing officer's accountability.
  • Adaptability : adjusts planned work by gathering relevant information and applying critical thinking to address multiple demands and competing priorities in a changing environment.


Equivalent to those typically gained by:

  • Bachelor’s degree and 5-7 years of relevant experience and/or appropriate certification. (Substitutions may be allowed.)
  • Management experience
  • Ability to communicate clearly and professionally verbally and with written correspondence
  • Ability to provide direction to professional employees engaging in accounting activities
  • Ability to work on multiple projects at once and meet deadlines
  • Ability to maintain effective working relationships with others
  • Ability to interpret Generally Accepted Accounting Principles (GAAP)
  • Ability to apply varied acceptable and established accounting methods to resolve financial issues
