This recruitment is currently being conducted to fill a time-limited Child Welfare Data System Migration Project Manager position in the Family, Youth, and Children (FYC) Division of the Human Services Department (HSD) , which is currently funded through 6/30/2027. The Civil Service title for this position is Public Assistance Systems Specialist.

This Child Welfare Data System Migration Project Manager will be responsible for leading the Division’s transition to the new Child Welfare Services - California Automated Response and Engagement System (CWS-CARES) case management system, including coordinating and leading the transition of over 200 end users. They will also act as an HSD representative at regional and statewide committees , providing feedback on policy and/or system changes that will impact Division personnel and other stakeholders. Additional responsibilities include:

  • Understanding the impact of system and business process changes due to migration to CWS-CARES, and communicating it to all impacted users
  • Coordinating and working with teams of staff and subject matter experts to develop and document new business processes
  • Supporting the implementation of system and business process changes and drafting policies and procedures
  • Facilitating discussions with program staff to identify areas needing system improvements and communicating those needs to Child Welfare Digital Services (CWDS) program development teams
  • Overseeing and providing training on the new case management system and related business processes
  • Acting as a resource for questions about complex system problems and providing tools to assist staff
  • Creating and maintaining a communication plan to ensure CWS-CARES updates are provided to all Division staff, HSD leadership, community partners, and other stakeholders
The ideal candidate will possess:

  • Substantial experience with one or more large case management systems, ideally CWS/CMS
  • Experience understanding, defining, and documenting business processes
  • The ability to facilitate discussions about end user and agency needs
  • Substantial experience with business intelligence tools such as Crystal Reports, Business Objects BI, Tableau, or other systems
  • Experience planning and leading large, data migration projects, especially those with mission critical components
  • Experience providing training to large groups and/or developing training materials
  • The ability to translate program verbiage to system change specifications or technical requirement documentation
  • Experience with the integration of multiple business/software platforms
  • The ability to work in a fast paced, ever-changing environment
  • Excellent interpersonal skills, and the ability to work with a diverse group of managers and staff
  • Strong communication, decision making, public speaking, and problem-solving skills
  • Experience with PowerPoint and advanced Excel skills

Minimum Qualifications

Any combination of training and experience which would provide the opportunity to acquire the knowledge and abilities listed. Normally this would include:

Experience: Four years of full-time experience in the direct delivery of services to clients or the oversight of such services, one year of which must have included the planning, development, and implementation of automated information systems utilized in a public assistance agency.

Education: Completion of the equivalent to twelve semester or eighteen quarter units in public administration or business administration, information systems, computer science, or closely related field.

License: Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.

Knowledge, Skills, and Abilities

Working knowledge of: legislation, regulations, and procedures related to public assistance or social service programs; application of automation to income maintenance or social service programs from a user perspective; principles, methods and procedures of systems analysis, planning and development; the use of modern computer applications in data management and familiarity with terminology relating to computer software, hardware, and peripheral equipment; and project management techniques.

Ability to: understand, interpret and apply rules, regulations, and ordinances, and federal, state and local legislation; establish and maintain effective working relationships with County management personnel, employees, and representatives of other public agencies; perform data collection, interpretation and evaluation pertaining to management information systems including cost benefit analysis, Request for Proposals (RFPs), and Advance Planning Documents (APDs); organize, prioritize, schedule and coordinate work flow to meet production deadlines; maintain records and reports related to the operation of automated public assistance systems; effectively communicate orally and in writing; read and comprehend written material on a wide variety of technical subject matter; make mathematical calculations of moderate difficulty.
