Under direction of the City Manager, performs a broad range of professional work in connection with administrative, personnel, budget, grants, legislative and/or fiscal activities in various City departments; receives on-the-job training and experience in preparation for career advancement in various professional areas; and does other work as assigned.

Representative Duties

Assists in resolving departmental administrative problems by identifying, analyzing and focusing on the nature of the problem; collecting and interpreting data; determining alternative solutions and consequences; recommending a course of action; and preparing reports and documentation as necessary. Assists in preparing, reviewing, and editing departmental budget requests. Assists in analyzing, developing, installing, modifying and reviewing administrative systems and procedures. Collects, organizes, and records data for recurring reports. May review, analyze, and prepare recommendations relating to routine proposed legislation. Assists in investigating, evaluating, and making recommendations on requests from operating divisions, bureaus or departments relating to fiscal, budgetary, legislative, or human resources matters. May investigate, analyze, and make recommendations on departmental budget requests, labor relations matters, management audits, and contract negotiations.

Minimum Qualifications

  • A Bachelor's Degree from an accredited college or university in Business or Public Administration or related field.
  • One (1) year of experience related to public or business administration
  • An equivalent combination of training, certification and experience may be substituted for the above requirements
  • Possession of a valid Class "C" California driver's license.
  • Must be able to pass a background check
Highly Desirable :
  • Master’s Degree in Business or Public Administration or related field.
  • Experience working in local government

OTHER MINIMUM QUALIFICATIONS: Knowledge of: Basic principles, practices, methods, and techniques of public administration, human resources administration, and organization and management. Organizational processes of municipal government. Principles, methods, and practices of municipal finance, budgeting and accounting. Ability to: Gather factual information and conduct research. Analyze and evaluate a variety of data and make logical defensible conclusions or recommendations based on that data. Work under pressure of time and conflicting demands. Prepare oral and written reports and recommendations that are clear, concise, logically developed, and convincing.

Examination (Weighted: 100%)

EXAMINATION (Weighted 100%): Week of August 5, 2024. The method of examination may include one or more of the following: written exam; oral exam; evaluation of education, training, experience or other qualifications as shown by the application, or by other information submitted, or by the record; questionnaires submitted to references; or any other appropriate measure of fitness. A minimum passing score of 70% is required. NOTE: Admission to the Examination may be limited to those applicants who demonstrate the best combination of qualifications. Applicants possessing the minimum qualifications are not guaranteed admittance to the Examination. Resume will NOT be accepted in lieu of a completed application.

VACATION: Accrual rate is determined by bargaining unit.
1-4 years of service: 10 days per year.
5-13 years of service: 15 days per year.
14+ years of service: 20 days per year.

VACATION - FIRE SAFETY SHIFT PERSONNEL ONLY:
1-4 years of service: 4.68 (24-hr. duty shifts)
5-15 years of service: 7.02 (24-hr. duty shifts)
16+ years of service: 9.36 (24-hr. duty shifts)

HOLIDAYS: 13 paid holidays per year.

SICK LEAVE: Earned at the rate of one working day per month of service to a maximum of 120 days; portions therafter may be convertible.

ADMINISTRATIVE LEAVE: 10 days per year for General Supervisory and Management employees.

INSURANCE: The City and the employee share contributions for premiums for health insurance coverage. The City provides life insurance benefits based on bargaining unit. Visit the City's Employee Benefit website for detailed information (rates and plan information).

RETIREMENT: Benefits are provided by the City's participation in the Public Employee's Retirement System (PERS). 2% @ 62 for new hire Miscellaneous and 2.7% @ 57 for Safety (Fire & Police). Visit the City's Retirement websitefor additional information.
