The Department of Child Support Services seeks a qualified individual with child support experience to fill the full-time Child Support Supervisor vacancy. The ideal candidate has a strong passion for working with people and serving the public. They are highly self-motivated and possess strong people skills. They demonstrate the ability to effectively communicate at all levels by being organized and prioritizing multiple work assignments.

The Stanislaus County Department of Child Support Services (SCDCSS) provides a broad range of support services to its customers including establishment of parentage, establishment of child support orders, enforcement or modification of child support orders, location of absent parents, and collection of support orders. SCDCSS and its 143 agency employees, other county, State and Federal government agencies, and numerous community-based organizations to provide easily accessed and responsive services. SCDCSS carries a caseload of approximately 23,081 active case files. Annual collections for FY 2022/2023 were $56,644,127.

ABOUT THE POSITION

The Child Support Supervisor performs advanced journey level work in a supervisory capacity. This position plans, organizes, and participates in the work of a Child Support program engaged in the enforcement of court ordered child support. This individual works under general supervision, maintains a reduced caseload of the more complex and restricted cases, and assists in training and monitoring the quality of work of fellow workers, and performs related duties as assigned.

Unless otherwise provided, this position is part of the Classified Service of the County and is assigned to the Mid-Management/Supervisory Bargaining Unit for labor relations purposes.

Individuals who are in a full-time classification position are required to serve a twelve-month probationary period, which may be extended an additional six months, for a total of eighteen months.

Incumbents may also be subject to overtime, standby, callback, weekend, holiday and shift assignments as identified in their MOU (Memorandum of Understanding).

Typical Tasks

  • Exercise sound and impartial judgment in all phases of casework and public contact
  • Supervise staff of Child Support Specialists and clerical support staff
  • Supervisory responsibilities include interviewing, selecting, training, assigning, evaluating, and disciplinary action under the direction of immediate manager
  • Apply Federal and State laws and regulations to each case as appropriate
  • Interview custodial parents and defendants to initiate case files
  • Gather factual information on all parties concerned regarding child, spousal, and medical support obligations
  • Advise the appropriate party on legal rights and processes
  • Conduct preliminary investigations to establish pertinent facts and determine appropriate actions for enforcement, locate, and establishment
  • Ensure case file is properly maintained, and correspondence is dealt with in a timely manner
  • Maintain a reduced caseload of the more complex cases to include restricted handling cases
  • Assist in the training of fellow Child Support Specialists and monitor the quality of their work
  • Answer questions and provide assistance to fellow Child Support Specialists
  • Assist in the gathering of statistical data for local, State, and Federal reports
  • Communicate effectively with the general public, attorneys, governmental agencies, and employees
  • Locate a child's parents for the purpose of establishing child support and/or paternity
  • Establish and enforce a court order to pay child support
  • Collect child and spousal support payments
  • Establish or continue medical support


Minimum Qualifications (Knowledge, Skills, Abilities, Education/Experience)

KNOWLEDGE Demonstrated knowledge of all Level I and II requirements plus:

EDUCATION/EXPERIENCE
  • One (1) year of experience performing duties comparable to the Child Support Specialist II classification; OR
  • Currently employed full-time for a minimum of one (1) year in the Child Support Supervisor classification in another public agency (or equivalent).


DESIRABLE QUALIFICATIONS

  • Two (2) years of experience performing duties as a Child Support Specialist II; OR
  • Two (2) years of experience performing duties as a Child Support Supervisor in another public agency; OR
  • One (1) year experience of training others in any capacity

EXAMINATION PROCESS
