Job Description:

Overview

To plan, develop, and coordinate Police Explorer’s and volunteer programs, including the recruitment of volunteers, establishing and monitoring goals, and oversight of the daily program operations.

Essential Functions
  • Develops and provides recommendations for standard operating policies and procedures to cover all aspects of the volunteer programs and implements approved recommendations.
  • Develops, plans and schedules training academy and programs for volunteers; ensures training for staff who use volunteers.
  • Recruits, screens, interviews, recommends, and processes applicants; ensures proper placement of volunteers.
  • Supervises volunteers in matters relating to assignments, training, and scheduling.
  • Serves as liaison between volunteers and others including volunteers, personnel, supervisors, management, and outside agencies or other entities.
  • Collects and documents the monthly total of volunteer hours and assignments.
  • Designates other volunteers to act as “Assistant” to help in managing the programs.
  • Creates, distributes, and tracks monthly and annual reports.
  • Collects distributes and maintains current volunteer contact information.
  • Manages/organizes weekly and monthly meetings/training, to include high liability instruction.
  • Coordinates/organizes/tracks all volunteer participation in-house and field training.
  • Coordinates and tracks Criminal Justice Information Systems (CJIS) Security Awareness Training for all participants of the program.
  • Maintains and secures volunteer files.
  • Coordinates/oversees volunteer participation in special events (ie. parades, 4th of July, etc..).
  • Assists with research and coordination of grants that are applicable to the programs in coordination with the City’s Grants Coordinator.
  • Secures qualified instructors to assist in the training of volunteers.
  • The intent of this class description is to provide a representative summary of the types of duties and responsibilities that will be required of classifications given this title and shall not be construed as a declaration of the specific duties and responsibilities of any particular position. Incumbent may be required to perform job-related tasks other than those specifically presented in this job description.


Minimum Qualifications
  • Bachelor’s degree
  • Three (3) years of experience as either an instructor, supervisor/coordinator or manager.
  • Or eight (8) years’ experience as a certified Florida Law Enforcement Officer (can be substituted for three years of instructor, supervisor/coordinator, manager experience.)
  • Possession of and ability to maintain a valid State of Florida Driver’s License.

  • Ability to maintain complex clerical records and prepare reports from such records.
  • Ability to establish and maintain effective working relationships with City officials, coworkers, and the general public.
  • Safely and competently operate a marked department volunteer patrol vehicle.
  • Must exhibit competent operation of a police radio.
  • Ability to work flexible hours.



Responsibility

This position is under the direction of and responsible to the Department Head or designated representative. Will be required to exercise supervision and direction over members of the volunteer programs to include (minors) and civilian volunteers in matters of assignments, training, and scheduling.

Physical Requirements

This position consists of office work requiring limited physical effort however, certain training and special events will require long periods of standing and/or walking. Position requires exerting up to 50 pounds of force occasionally as needed to move objects. Visual acuity for reviewing, checking, preparing, and maintaining written and computer files. Incumbent is required to have sufficient hearing to accurately perceive information at normal spoken word levels. Manual dexterity to operate standard office, data entry, and word processing equipment is required.

This position will have moderate public contact. May at times be asked to act as a representative of their supervisor.
