Our team is comprised of 18 collaborative IT professionals with diverse backgrounds and skills who supports department-specific applications, enterprise-wide systems, security administration, communication systems, network infrastructure, GIS, database analysis and maintenance.

DEFINITION:

Under general direction of the County Administrative Officer, plans, directs, manages and oversees the administrative and technical activities and operations of the Information Technology Division of the County Administrative Office, including establishing and maintaining an information technology strategic plan for the County; coordinates assigned activities with other departments and outside agencies; provides highly responsible and complex administrative support to the County Administrative Officer; and performs related duties as required.

DISTINGUISHING CHARACTERISTICS:

This single position classification has overall responsibility for the County's centralized and de-centralized information and telecommunications equipment, systems, and functions. The position reports to the Chief Administrative Officer.

Example of Duties

  • Manages and directs the day-to-day operations of the Information Technology Division.
  • Manages services and activities on a County-wide basis including establishing and maintaining the Information Technology Strategic Plan for the County, which involves planning for all computing, data, software, voice/data communications, and systems operations ; establishes supporting standards and policies to assure system compliance.
  • Recommends the development and implementation of goals, objectives, policies and priorities for each assigned service area, establishing and delivering a tactical plan that supports the prioritized needs of the County; evaluates program effectiveness as related to objectives and policy guidelines.
  • Manages the integration and coordination of County information systems.
  • Recommends appropriate service and staffing levels.
  • Serves as an advisor for County information systems business and technology issues.
  • Selects, trains, motivates, disciplines and evaluates division personnel and provides or coordinates staff training.
  • Advises County Administrative Officer, Board of Supervisors, and department heads on a broad range of Information Systems issues and long range planning regarding areas of responsibility.
  • Monitor developments in technology and information systems and in regulations related to information capture and processing and voice and data transmission; evaluate their impact upon county activities and recommends and implements policy and procedural modifications.
  • Oversees and participates in the development and administration of the division's annual budget.
  • Represents the Information Technology Division to other departments, and through the County Administrative Office, elected officials and outside agencies.
  • Participates on a variety of boards, commissions, and committees.


Minimum Qualifications

Knowledge of:

Operations, services and activities of a comprehensive information systems services program; local government and business principles ,and how they integrate into information systems technology; advanced principles anti practices of computer science, information systems and telecommunications; methods and techniques of application development, system design and programming; operational characteristics of mainframe, client-server; Federal, State and local laws and regulations affecting information systems and data security; and network operating systems.

Ability to:

Manage and oversee a comprehensive information systems program; develop, implement and interpret goals, objectives, policies, procedures and work standards; manage diverse technologies, employees and client groups; relate technical concepts to business needs; manage the integration of multi-jurisdictional information systems needs; plan, organize, direct and coordinate the work of subordinate staff; select, supervise, train and evaluate staff; delegate authority and responsibility; identify and recommend appropriate information systems needs for the County; analyze and assess programs, policies and operational needs and make appropriate adjustments; develop and administer department goals, objectives and procedures; communicate clearly and concisely, both orally and in writing; exercise sound independent judgement within general policy guidelines; establish and maintain effective working relationships with those contacted in the course of work; and represent the County effectively in meetings with others.

Skill to:

Provide effective and efficient leadership with regards to the implementation of a county-wide information systems equipment; create a unified team environment; serves as professional resource for all aspects of information services, including telephones, general communication devices, computer systems and related equipment.

Education, Training, and Experience:

Possession of a baccalaureate degree from an accredited college or university with a major in computer information systems, public administration, business administration, or a closely related field. A graduate degree in public administration or business administration is highly desirable.

Six years of increasingly responsible full-time experience in the field of information technology, including three years of management responsibility.. A master's degree in a related field may be substituted for up to two years of the required experience. Five additional years of senior level information technology management experience may be substituted for baccalaureate degree requirement.

Extra-Hire:

Extra-hire employees are not eligible for step advances, vacation, seniority rights, holiday pay or other certain employee benefits. They are entitled to 24 hours of sick leave per year and eligilbe for the county's CORE Medical plan but not eligible for dental or vision insurance.

Vacation days:

0 - 3 complete years = 80 hours per year.

After 6 months you can take your first week.

3 - 10 complete years = 120 hours per year

10 years+ = 160 per year

Holidays:13 paid holidays per year.

Sick Leave:12 days annual sick leave accrual with unlimited accumulation.

Sick leave is accrued at 3.69 hours for each full 80 hours of payroll period.

60 hours of sick leave can be used for immediate family, parent spouse, child or sibling.

Management Time Off (MTO): 40 annually, pro-rated if hired on/after July 1st.

Merit:After successfully completing twenty-six (26) pay periods, a 5% merit increase may be granted.Merit increases may be granted annually thereafter to the top step.

Probation Period:New employees remain in a probationary status for 26 pay periods..
