The Employment and Eligibility Services Division within the Health and Social Services Department assists citizens to become more independent and productive through programs designed to reduce dependency on welfare and promote personal responsibility. Also, it provides eligibility determination and benefit issuance for customers who apply for various public assistance benefits.

THE POSITION

Staff Development Trainers provide a multitude of training to all Health & Social Services Employment and Eligibility staff. Our Staff Development Trainers are involved in the research, development, preparation of training programs and materials for new regulations and procedures. Lesson plans, manuals, handbooks, audio-visual aids and other training materials are prepared by our Staff Development Trainers.

T his Staff Development Trainer position is responsible for providing regulatory, caseload, in-service and other categories of training to all Employment and Eligibility (E&E ) staff. Under direction and guidance of the Special Programs Supervisor, duties/tasks include but are not limited to:
- Planning, developing and conducting regulatory and OJT training to newly hired inductees as well as on-going caseload and other mandated/specialized trainings to all Eligibility Benefits Specialists (EBS), Employment Resources Specialists (ERS) and clerical staff
- Researching, developing and preparing training modules and materials for new regulations and/or procedures
- Preparing lesson plans, manuals, handbooks, audio-visual aids and other training materials
- Developing written and performance tests as appropriate to determine the degree to which transfer of learning has taken place
- Evaluating effectiveness of training programs and making revisions as needed
- Evaluating trainee performance and recommending appropriate action
- Maintaining records on trainee activities and preparing reports and correspondence.

The eligible list established from this recruitment will be used to fill part-time and full-time regular, limited-term or extra-help positions as vacancies occur or the need arises.

EXPERIENCE AND EDUCATION REQUIREMENTS

Experience: Two years of experience performing duties equivalent to an Eligibility Benefits Specialist II (Eligibility Worker II) or Employment Resources Specialist II in a California County Department of Social Services, OR
Currently an Employment Resources III or Eligibility Benefits Specialist III.

AND

Education: Completion of any combination of 60 semester, 80 quarter units, or 90 continuing education credits including the equivalent of 30 semester units, 40 quarter units or 45 continuing education credits, preferably in behavioral science, sociology, psychology, counseling, vocational guidance, adult learning, career development, or any coursework related to public assistance grant programs or the provision of employment services. This required coursework may be obtained through colleges, universities, university extension, business school, or employer provided career development training. A continuing education unit is equivalent to point sixty (.60) semester units.
A bachelor’s degree in a behavioral science or a related field may be substituted for one year of the required experience except for the lead or supervisory experience.

SPECIAL REQUIREMENTS
  • Driver’s License: Possession of a valid California Class C Driver’s License may be required at the time of appointment. Loss of the Class C Driver’s License is a cause for discipline. Individuals who do not meet this requirement due to a physical disability will be considered for accommodation on a case-by-case basis.
  • Assignment Requirements: Some positions in these classes may require work in an out-station location or in a setting with other professionals integrated as a team.
